received from the large County tax base w hich includes IPP and other large properties The present system allow semes and towns O receive taxes only from properties located wiihm city limits Under the plan a tax levy of S10 00 on a S7490000 (550000 00 taxable value) home in Delia will produce as much revenue from Delta City's share using the population formula as a lax of 18792 on the tame property money will be used for roads facilities capital replacement funds and similar uses that build for the future of our community instead of operating expenses The history of this proposal helps explains its importance In the early 1980s the Utah Legislature adopted legislation that allowed creation of Inter mountain Power Agency flPA) and building of the Intermountain Power Project GPP) Legislators as well as IPA officials and local officials were worried about the Financial impact of IPP on our local communities To ease financial problems during IPP construction the legislature provided for impact alleviation contracts This system worked welL Legislators IPA and local officials also recognized that the financial needs of cities and towns would continue after construction was complete and the impact alleviation contracts ended IPP workers would continue to live in the cities and towns hit the IPP power plant and its huge tax base would be located in the unincorporated area of Millard County Legislative studies showed that taxes on houses pay barely half the cost of providing municipal services The legislators therefore recognized that unless a system were established to allow some IPP tax revenues to be shared iih the cities and towns the municipalities would have the burdens of IPP but not the benefits solution to this problem The first step The legislature created a w as to amend the Utah Constitution to allow revenue sharing The amendment adopted in 1982 allows that “political subdivisions may share their tax and other revenues with other political subdivisions as provided by statute” To complete the second step the legislature approved a revenue sharing statute in 1984 This statutes says: Any county may at the discretion of the local governing body share its tax and other revenues” The third step approval of revenue sharing by the local governing body was left under local control In July 1991 the mayors of the ten (10) Millard County cities and towns unitedly asked the Millard County Commission to adopt a revenue sharing program The mayors’ proposal called for the tax needed for revenue sharing to be equal to the tax decreases of the Fire District and other taxing districts so that Millard County taxpayers would see no overall tax increase The Millard County Commission made two (2) important changes to the mayors’ proposal Fust the Commissioners felt that more money should be passed to the cities and towns than the mayors had requested so they set the revenue sharing levy at 0002 (1 mil equivalent) Second the Commissioners felt the levy should be placed on the November 5 ballot even plan though the Commissioners had power to approve the without the billot proposition The Commissioners felt Millard County voters should have an opportunity to vote on the plan Copies of the complete County proposal are available at the City offices if you wish to review them The plan will affect all properties in Millard County cluding those located outside the cities and towns The plan has been structured however to see that all Millard County residents are protected Since 92 of taxthe property values in Millard County are owned by large of all property taxes paid payers local tax flayers pay only eight percent to Millard County Nearly 709fc (697)of all Millard County residents live in the cities and towns so the plan directly benefits most residents Many of the County residents also own property in the cities and towns and w ill benefit from the revenue sharing The mayors have also urged the County Commissioners to see that the Farmland Assessment Act (Green belt Amendment) and other tax breaks given to fanners and ranchers are fully applied so that local farmers and ranchers have the benefit of these important tax breaks Most importantly the cities program will help us build strong vigorous and towns which benefits all area residents If the ballot proposition passes the Millsrd County Commissioners have clinch the region championship with the only undefeated record in the state 2A division Deha's record in now 8 0 as they go in to the stale quarter finals Deha has a bye the first week and plays the tr first game at home because of their record The football game started slow for both teams North Sevier received the kickoff They made a good drive but were held by Delta's defense The Rabbit’s offense took over and did very little Deha ended up punting afteT only a few plays For most of the first half the two teams just traded possession of the ball with neither team s offenses doing much Delta did manage to score twice before halftime In the frvt half North Sevier came out hilling making tackle after tackle against the Delta offense This was not the North Sevier that Delta expected North Sevier played a good first half even though they were not able to score Coming in to the second half Delta received the kickoff It took one play for the Rabbit offense to score Delta sent Joe Myers nght up the middle of the line He broke through the line and ran a! the way down the field for a touchdown Then Delta’s defense held the Wolves offense and the ball as back in the hands of the Rabbit offense Delta marched it down and scored again One of the highlights of this game came m One fourth quarter when Joe Holman the team captain and offensive lineman w as given s chance to carry propane blast Silverado Family Tragedy Lynndyl Benefit in Limbo On November 2nd the Silverados a musical family group was to perform at a benefit performance for the Lynndyl Fire Department Building The Barney family from Elbcrta belter known as the Silverados suffered a persona tragedy cm Friday October 18th when the family home was destroyed by a propane blast that injured three of the singing family members Tom Barney 22 suffered bums to his face and hands with second and third bums covering 8 percent of his body Jeame Barney 16 was standing in the room above the blast site and fell through the floor fracturing her nght knee Mae Tom and Jcame’s mother also fcD through the floor injuring her right heeL Despite Tom's injuries he managed to get his sister and mother to safety before collapsing He required resuscitation and was placed in the critical unit at the Intermountain Bum Center in Salt Lake City The family did not have home fire or medical insurance and lost all of their belongings in the blast They are pursuing a musical career and were planning to move to Nashville The group had performed at the Millard County Fair to enthusiastic response Six of the 11 family hunters to be very careful with fire m Utah’s backcountry The fire danger is moderate to high over most of the state “Recent warm weather with no precipitation has created dangerous fire conditions" warns Stale Forester Dick Klason “In addition because we’ve lost s most of our seasonal firefighters small fire could become a large destructive fire before we would control it” The US Forest Service
