says too many U tah fanners and ranchers are injured or killed in farm accidents each year He said in many cases resistance to change and stubbornness were main players in the accidents reported “Farm Bureau and the other farm Utah State University organizations Extension and the Utah Department of Occupational Safety and Health have been preaching the gospel of farm safety with renewed emphasis in recent years but it seems our accident rates continue to remain too high" Ashby said “This makes me wonder if it’s not just plain stubbornness a refusal to change our ways which is leading to so many of the accidents that continue to happen" Ashby said Ashby said eight Utah agricultural producers died in farming related accidents this past year while many more were injured In most cases he said accidents could have been prevented had those involved simply followed the safety rules which have been stressed again and again in recent years “For some reason farmers are an stubborn independent group of people" Ashby said "We know change can be beneficial especially when our very lives are on the line but we fight it tooth and naiL “I guess so many of us have done a particular farm job a than IPP taxation IPA first paid taxes to Millard County in 988 In both 1 988 and 1 989 IPA protested approximately 52 of the Millard County tax levy and 44 of the taxes collected by Millard County for Millard School District and others The protested amounts totalled $101 million in 1988 and $111 million in 1989 Since IPP presently represents 87 of Millard County’s tax base these protests hurt “Business as usual" for IPA will mean tax protests Millard County will never have a “normal" year as far as IPA taxes are concerned For instance the Utah Supreme Court's AMAX decision with a possible 20 reduction in IPA's taxable value just sent the biggest shock wave in years through the Utah taxation system Warren H Peterson is the only Commission candidate with adequate experience and background on IPP tax issues He along with Michael Styler were the only elected officials on Millard IPA tax team for the past four years He has County's worked on IPA issues for Miilard County and other local governments since 1979 He knows the players His opponent has only two years Commission experience with little time on the frontlines of IPA issues IPP is an electric and economic powerhouse IPP and the entities that operate it mean more to Millard County than taxes only Its owners and operators could be important partners in Millard County’s future Millard County needs
