1991 Currently the only existing beryllium mine and mill in the world is Inc Brush mines ore west of Topaz Mountain m Juab County and refines it at a mill S miles north of Delta The company began operating in 1967 The new operation without a name so far is a joint venture One half is Beryllium International Carp owned by Richard Moody of Delta The other half is a holding company called Inspiration Gold which B a subsidiary of Inspiration Resources Inc Inspiration Gold owns 5 percent of the joint venture and half of Western West Gold Exploration Mining Co Gold will manage Inspiration's share of the venture according to Project Manager Bob PrescotL “In essence we’re going to develop this operation and run it” he said West Gold has several mines around the country Prescot I said and an office and technical staff in Denver Inspiration Resources is a New York based company listed on the New York Stock Exchange Moody owns the property on which the mine will be located He sold 51 percent interest m tlx project to American Resources the U S division of Caminco Ltd a Canadian mining company Caminco did a project feasibility “study and dJided not tdpursuilC They sold their interest to Inspiration Gold “We have done enough test work that we think we can produce some kind of salable beryllium product" Prescott said "Now we have to get down and design s physical plant" No "official" announcement of the "They just project has been made barely bought the property a month ago" Moody said But the operation is not a secret It was discussed at a recent Delta Area Chamber of Commerce Norm meeting attended by Gov Bangerter The company’s mine is adjacent to mine "They strip the (mine) right up to our property line" Moody said "It’s a continuation of the same ore body" The mill will be built on 320 acres of private land on die Road about a mile and a half west of (he Incermounuin Power Plant The company has an option to buy the land A temporary office has been opened in Delta to handle the project's early stages It will be moved to the plant when it is finished Prescott said there are about 13 federal and state permits that must be acquired before operations can begin "Just like they did with IPP" Moody said Impacts on land air and water quality and use are among those that must be analyzed Some of the permits require public hearings The project will employ "about 50 people" Prescott said T think the feasibility study had it at 76 or somethin g like that" Moody said "We haven't dfctMed on production levels yet" Prescott said which win will oppose Mike Esplin handles killer’s appeal by Ken Rand Michael Esplin the attorney appointed to defend Michael Anthony Archuleta in his December 1989 murder trial has been awarded a contract by the Millard County Commission to defend Archuleta in his appeal Archuleta was found guilty of first degree murder for his pan in the November 1988 killing of Gordon Ray Church an SUSC student whose body was found in Millard County Archuleta was sentenced to die The county is obligated by law to provide an attorney for defendants who cannot afford their own legal counsel LeRay Jackson b the contracted public defender for the county but a conflict of interest prevents him from representing Jackson is acquainted with Archuleta the victim' family residents of Delta Millard County Attorney Warren Peterson told county commissioners at their Tuesday April 17 meeting in Fillmore that the county obligation cludes not only die trial of an indigent like Archuleta but the first appeal if a settle a tax dispute with the Intcrmountain Power Agency but officials in other counties have said they will oppose it IPA operates the Intcrmountain Power Plant north of Delta The plant is responsible for about 85 percent of the county lax base IPA paid $24 million in taxes to the county last year but protested 44 percent of the payment The money was put into escrow to be disbursed when the protest is settled Millard County is the collection point for most of the taxes paid by IPA The county disburses that money to other entities like the state uniform school fund the Millard county school district and the county itself Several issues were disputed in the The settlement curoriginal protest rently in the final stages of negotiation would give EPA their way on the municipal tax exemption issue while the county would get its way on several others The State Tax Commission has hearagreed to schedule a ing on the proposed agreement But at a Utah Association of Counties meeting in Ogden April II 12 and 13 officials from other counties that get IPA tax money said they will oppose the settlement "There are now more players on die field" Millard County Attorney Warren Peterson said He would not identify which officials loki him they would oppose the IPA pays taxes to Juab settlement Utah Iron Beaver and Washington counties in addition to Millard Peterson said a settlement could have impact "Whenever a large taxpayer like IPA gains a particular judgement or settlement in its favor" he said “then other large taxpayers try to obtain those same advantages by goin g to the court or to the Tax Commission" Peterson said IPA wwtts to negotiate a settlement with Millard County since the county is the collection point for the April 26 1990 TONIGHT 7:30 PM Delta High School petition to the Utah Tax Commission for adoption of rules defining how the (tax) paid by IPA should be treated" IPA contracts to sell power to several Utah municipalities which are not now buying the power Instead California cities are IPA claims it should enjoy the percent Utah municipal tax exemption anyway Peterson had advised the county commission not to settle on legal grounds But commissioners were anxious to free the escrowed money In January they opted to seek a settlement "in principle" When Peterson later discovered a Utah Supreme Court decision that he said invalidated the IPA stand on the municipal exemption issue commissioners modified their approach While a settlement would not be abandoned Commissioner Mike Styler said it would be based "not on legal reasons" Styler called the proposed arrangement "expedient" Peterson compared it to settlements insurance companies reach out of court in which payment is made but liability denied He said a settlement is not bad idea for several reasons It would save the cost in time and money of pursuing the m atter in court and free the large amount of money tied up by the protest he said Gov Norm Bangerter’s staff has been watching the situation Bangerter must determine whether the proposed settlement will adversely impact the state’s budget "We’ve told die governor our intent is to go ahead with a settlement" to release data on the West Desert electronic battlefield Magistrate Calvin Gould issued the order Tuesday April 17 The military watchdog group Down winders had sued after the Air Force denied their September 1988 Freedom of Information quest on the project The Electronic Combat Test Capability was to have been built partly on the Utah Test and Training Range in Tooele County and partly in a valley in western Juab and Millard counties It would have cost $25 billion Gould on March 22 ordered a list of non classified documents about how Utah was selected as the site for the ECTC be turned
