Exact wording of a ballot referendum on whether or not hazardous waste disposal facilities should be premitted in Millard County will be considered by the County Planning and Zoning Commission in their Monday August 7 meeting The Commission informally discussed the referendum at a meeting in the Delta county offices Monday July 10 Commissioners present were Leon Smith Sam Starley Rex Stanworth Mike Styler and Robin Smith The voter referendum idea is the result of citizens protests expressed late last year to the location of a hazardous waste incinerator at Lynndyt The controversy helped produce a statewide moritorium on hazardous waste facility siting until suffer regulation could be enacted Rollins Environmental Services Inc abandoned interest in the Lynndyt site in the face of the opposition But Rodins still wants to build in the county Attorney Fred Finlinson who Rollins wrote to Brent represents Bradford Executive Secretary of the Utah Solid and Hazardous Waste Committee on April 26 "I can report to you that we have now entered into negotiations with an individual by the name of Jay Plat from St Johns that owns approximately Arizona 1400 acres in the southern part of Millard County in Township 23 South Range 9 West This property is generally referred to as the Kruse area” Under the impression that an ordinance allowing a vote on siting would and armed be prepared in February with knowledge of the Finimson letter opponents confronted county officials in a Delta meeting May 9 and accused County Attorney Warren Peterson of Peterson who had sandbagging originally proposed the ordinance idea angrily denied the accusation Commissioners authorized Peterson to spend up to $2000 to ask a Salt Lake City law firm with expertise in hazardous waste law to help draft an ordinance The firm of Kimball Parr Crockett and Waddoups suggested voters answer the question of whether or not the master plan for county zoning should be changed to either permanently eliminate any hazardous waste in the county or allow it only under certain Nuclear waste specified conditions would be disallowed entirely Peterson said the change in the master plan would “more specifically define MIlard County policy regarding certain land uses” An ordinance regarding hazardous waste disposal was written in April 1988 but "what we’re looking at is adopting one that’s more restrictive and directs hazardous waste disposal operations to comply with he said specific guidelines” Planning and Zoning will first review the suggested change in the master plan PAZ has authority to act after a four week advertising period and a publc hearing but due to the high degree of interest in the issue an unusual step will be added to the process Thai is the County Commission will include the proposed master plan change on the Nov 7 general election ballot so the public will in effect act as the planning and zoning commission on the issue Commissioner Mike Styler said he was confident the deadline to get the measure on the ballot could be met The original proposal was to create an ordinance that would allow a vote on each siting application But a recent Utah Supreme Court decision on a separate matter “cast some doubt on that approach” Peterson said “They said basing the zoning decision solely on public opinion would not be proper with respect to Issuing a conditional use permit but that it would be proper with respect to enacting comprehensive zoning policy” such as a master plan Results of the voting to change the master plan would be in effect “until you change the master plan” Styler said "The referendum will be binding because the zoning would be changed to fit the way the vote came out” A "no” vote would eliminate any further consideration of hazardous waste dumps A “yes” vote would allow issuing of siting permits "and then conditional uses would be on top of that” Styler explained If permitted any company that wants to locate m the county must meet the siting criteria written into the master plan in addition to state siting criteria “I envision our criteria being much suffer than the state’s” Styler said Public input will be sought “This is that we’ll want some something assistance with” Styler said “It's not going to be done in a vacuum We'll give the public an educated opportunity to vote” Styler wanted to make copies of the proposed change to the county master plan available for public review by Monday July 17 Scheduling problems at the Salt Lake City law firm drafting the change has delayed the process The Chronicle Progress will publish the position on wilderness designation in the county The letter will be included in the Environmental Impact Statement on the proposed wilderness designation BLM is preparing This is the letter dated June Areas in our County we must take into consideration several factors: ECONOMIC EFFECTS on local mining livestock grazing and tourism 2 RECREATION impacts to hunting rock hounding and sight seeing 3 CONSERVATION of pristine wildlife and plant life landscapes 4 PUBLIC SAFETY through adequate fire fighting law enforcement and emergency medical transportation services ECONOMIC EFFECTS: According to the Wilderness Draft Environmental Impact Statement if the enure WSAs became wilderness then $886753 in Federal Revenue would be lost to Utah and Millard County A total of (35) state sections (22400 acres) will be locked into No estimate of areas wilderness mineral rights or leasing value is available for these potential losses to the State School Fund There will also be a closure of 78 miles of public roadways We recently became aware of major gold and silver finds in the Kings Top WSA and the Howeil Peak WS A There are also some unique major fossil claims in the Swasey Mountain WSA Much present employment in Millard as well as much further County is dependent upon the employment mineral resources within and adjoining these Wilderness Study Areas The Millard County WSAs contain 17489 AUMs Our area is a significant area for winter sheep range The A UMs ir Millard County could winter 29163 sheep for 3 months Many livestock owners prefer ORVs to gather and herd their livestock while on their BLM permit Wilderness designation would interfere significantly with these livestock operations The major tourism attraction for Millard County WSAs is rock hounFrom ding and amateur evening of Friday June 30 and flew via Denver and Newark to Paris They returned II days later The choir was invited by the city of Pans to represent Utah in the bicentennial celebration of the French Revolution The tnp was arranged by Journey Associates of Mesa Arizona The whirlwind tour included performances in the Luxemborg Gardens of Pans at the Louvre at the Cathedral of Sacred Heart and at Normandy The first performance was held Sunday at the LDS church m Pans during a sacrament meeting The choir also held impromptu performances at Gatwick Airport near London while waiting for an 1914 He has just celebrated his 75th birthday His parents moved back to Hinckley He in 1921 where he has since resided is from a family of four He has owned farms most of his life and has been in the trucking business for many years Also buying cattle for several packing houses up north He has been active in civic affairs He served for 10 years as a city counHe now is serving as a cilman maintenance man for the city He graduated from Hinckley High School and also attended BAC College in Cedar City He is a lover of all sports and played football basketball and others while in school He loves horses and loves to His hunt fish and camping out wild greatest sport was chasing mustangs and picking up bucking horses for the rodeos for many years It has been said he was always mounted on good horses and was one of the best men there was He has a beautiful tenor voice and has sung in the lead roles in many operas school and stake He was one of the original members of the “Desert Sentinals” male chorus He has sung in male quartettes all of his life He led the Hinckley Ward Choir for over 21 years and sung in both ward and stake choirs He is a member of the LDS church and has held many positions including Presi1st Counselor in the Bishopric dent of the MIA and Sunday School a teacher and is now High Priest Group leader for the Hinckley First Ward He has served as a member and President of the Drainage District 41 for several years 21 & 22 3 ' July 20 1989 Cluff ' Talbot He is a charter member of the Hinckley Lion’s Club for 38 years and has held every position there plus being President for two terms He was also District Governor and Cabinet Secretary for the Srare which included all clubs from Payson to the south He is currently serving as Secretary to the Club When he was asked what was the best thing he ever did he said marrying his wife the former Ruth Western of Desciet They have been married for 55 years They also hve five married and 14 20 Marshal Dckker to speak in Hinckley Speaker for the 24th celebration in Hinckley this year will be Elaine Webb Dekker Mrs Dekker’s grandparents were among the First settlers of Hinckley and her parents were residents Elaine was born in Hinckley and ed there until she graduated from high school After graduation she attended college in Cedar City Elaine was valedictorian of her graduating class and therefore attended college with a scholarship for her first year She and her husband Arjaan Dekker lived in Hinckley for a few years after he came home from Army service During this time she worked in the auxiliaries of the ward and served as president of the primary She also taught school intermittently during this time At the present time Arjaan and Elaine live in Delta and both work in the Delta Utah Stake Presidency They are the parents of five children One son was killed in an auto accident in 1961 Elaine participated on the program held in Hinckley when the church was dedicated She has always been involved in writing and program participation Her hobbies are mostly with her grandchildren They number 14 and Elaine Webb Dekker they also have 7 great grandchildren She enjoys her son and the three daughters and is proud of each one Writing stili takes up many hours of her time Taking care of a home and yard also help keep her busy The patriotic program will be held m
