64 agreed An almost equal 63 agreed that the overall quality of life was excellent But in specific areas some different perceptions were revealed Today’s column will discuss views expressed in the survey regarding housand compare ing and employment those views with the current situation Housing has been an issue on the forefront since long before IPP actually came here The survey showed that 49 disagreed that desireable housing was available and affordable of those surveyed Remember that 75 had lived in Millard County for more than 6 years - that is before IPP What is the real story about housing? of a tremendous In anticipation population expansion IPP developed a phased building plan to be completed over a period of time The plan was kept flexible in order to prevent overbuilding and to adjust to changing demands for housing A construction workers complex was constructed near the plant consisting of 200 RV or travel trailer pads and 850 motel rooms many of which could be converted to double occupancy In Delta 240 apartments were built along with 2 RV parks holding 195 RVs or trailers and 2 mobile home parks which provided for over 300 mobile homes IPP put 127 mobile homes in the park Some of these parks were built in joint venture with IPP and private dividuals In addition there were 400 private rentals in West Millard though not all are rented by IPP employees While there have always been plenty of single family dwellings for sale project and private rentals have been tight at times Worker have always been able to find housing though perhaps not quite what they wanted There has been some overflow to The present Fillmore and Nephi availability is tight but not critical At one time RV spaces were limited but are now in good supply Compared with other boom towns in Carbon southern Idaho Wyoming and Emery Counties in Utah Delta has Millard County The Chronicle Progress fared very well Impacted towns with no for housing saw an absence of orderly growth and development No zoning ordinances were and RV parks sprang up everywhere Property owners who had built nice homes found their property values RVs were parked plummeting or any on BLM ground available space Builders overbuilt and offered homes for very low down payments and when the owners had to leave there was no market to sell IPP’s planned development appears to have curbed such an occurance in Millard County On the survey employment statements some interesting brought responses Many of those working at IPP sought employment for their spouses and older children In this area the perception of those surveyed and reality were closely aligned with 52 indicating there were not adequate job opportunities for spouses Job Service continues to keep a large applicant file of those spouses seeking jobs Likewise 63 believed there was a shortage of jobs for youth which is also accurate In spite of this Millard County has maintained one of the lowest unemployment rates in the state both before and after IPP The present rate of unemployment here is 52 lower than Utah’s 71 and much lower than Piute County’s 135 or Juab’s painfully high 215 (These figures are taken from employment statistics published May 1985) There is always an undertow of “coffee shop talk” which affects attitudes and impressions and doesn’t necessariOn ly correlate with the true picture the survey 55 felt that local was not substantially unemployment eased by the impact of IPP But nonunion contractors did hire primarily local people When contracts were peocompleted those local ple were let go In the last year IPP has to 90 union But jumped from 60 most of those local people who were let go are getting jobs but not at IPP and Manufacturing transportation service industries are all benefitting from the increased economic activity in Millard County Projections are that other industries will also experience growth as the secondary effects of IPP the spread through employment pm Troy and Shonna Theobald Steadman wedding reception pm Tom Theobald home Hinckley Diane Larsen and Jim Burns wedding reception Holden Ward Cultural Hall 8:00 -
