Vote for the senator who will best represent your interests, tilth one senator to every 75 students your vote will mean There is something. In senators order to give potential and voters an idea of studentbody feels about standards, I drew up a short survey on the subject and polled students during registration. I polled mostly freshmen, because I didn't know any of them. felt this was the fairest way to do it so that I wouldn't be accused of taking a biased poll. A few people will accuse me of that any way. All I can say is that I was objective, did my best, and hope you trust me. Dress Standards Clarified There seems to be doubt in some people's minds about the new dress standards for our campus this year. In hopes to clear misunderstandings and arrive at a general standard, we have provided the following explanations. EXPLANATION: The new standards say girls will not be allowed to wear blue jeans. What are blue jeans? Good question. This was not put in the standard to discriminate against the color blue, or the material of denim. The spirit behind this rule is to stop an increasing downhill trend in some girls buying and wearing boy's cut jeans, and wearing them until they have lost color and are patched and generally get that "grubby "look. Theemphasis is on neatness and girls are asked not to buy and wear boys cut jeans on campus. EXPLANATION: Boys are to not wear frayed or patched levis. Some students have had a question on this item also. Just because you have a small a pair of levis rip or patch on doesn't mean you can't wear them. Again the emphasis is on neatness, and in an effort to. do away with the trend of raggedy, super faded jeans, this item was included in the standards. Just don't let it grow over your shirt collar. Standards uh I LETTERS INTERPRETATION OF THE LEGAL PROCEDURES EDITOR OF EXECUTIVE COUNCIL Alumnus Speaks Out 1 maintain the highest respect and friendship for the Associated Studentbody President of Dixie College as a man and as chief executive officer of the student-body- . He is an exemplar, defender, and proselyter to and of those beliefs that he declares allegiance. The fall quarter of last year, six persons were called upon to write a new constitution for the governing of the student-bod- y and to protect and guarantee their rights as students. The members of that particular commission were: Wayne McArthur, Ed studentbody president; Rich Bench, parliamentarian, Gilmore, then editorial manager and now editor of the Dixie Sun, Holly Schmidt, a leading femimne on campus, George Paice, candidate for the studentbody presidency in the last election; and myself. of the comThe purpose mission was to create a document that would clarify the existence activist of vague legal points inherent in the old constitution, and to give the studentbody a more democratic voice in the actions of their government. It is the Student Senate that legislates under Article 111 section I, Cl: " concerning the student constitution, campus issues, dorms, etc." It is the senate's perogntive alone lo so act. The President (Article III Section II, Cl II), "shall originate bills to be presented to the Student Senate." Clearly, the Executive Council acted in an unconstitutional manner. In doing so, the Executive Council action underlines the necessity of a Student Senate to represent die students. This opinion is not a demand for a relaxation of decency and dignity in grooming and dress standards of dre college community, but a voice for the enfranchisement of die student's feelings on this and other matters Melvin C. Were it not so, the principle of separation of powers would be transformed into a tyranny ol die legislature. Were it not so, the president and the entire executive branch would become mere errand boys lor the lawmaking body. If all decisions made by the executive branch required legislative approval would the executive branch really be necpolicy-make- 11 essary? die Dixie College senate had to approve all actum taken at every executive council meeting or by every officer or the cxccutne committee of would the executive branch, branch really be necessary' Could not the legislative branch both make die decisions by legislative enactment and also provide for the implementation of these decisions, also by legislative enactment' forms In all constitutional of government, executive decisions remain valid and equal to legislative enactment unless and until the judicial branch ol that government rules that the action taken by the executive branch has clearly violated the expressed and enumerated intent of the constitution. The present Dixie College constitution, in my opinion, neither grants nor prohibits the executive branch of the student government from making decisions affecting the standards that will be enforced during that particular administration.
