ruled that although Brigham City's electrical utility rates bring In more than $1 million in excess revenues annually the to fund other programs State statutes regulating electric utilities allow them to charge a reasonable rate for the service rendered Howe said that a plausible interpretation would be the same as that urged by the plaintiff Leo A Walker who said in a over- charge is not
