merger of Salt Lake City and County fire departments after a toxic chemical leak in which communications and administrative foul-up- s kept city officials from notifying the Emergency Broadcast System Mr Horiuchi said a combined fire authority would provide better and "more coordinated" service to county and city residents with a smaller cost dis"Hopefully we can cussion with the city as we'd hoped to before regarding more shared services more and better cooperation and even the possibility of a merger" he said Salt Lake City Mayor Deedee Corradini said late Tuesday afternoon she had not discussed a merger with Mr Horiuchi She said she would consider sharing more services with the county but would not consolidate re-ent- er city-count- y When Salt Lake City Fire cast System could be located County officials who backed up city efforts were able to supply cellular telephones and could have activated the Emergency Broadcast System "The only way to ultimately es- open the second and third sections of the new $125 million Oxbow Jail Salt Lake County Commission Chairman Jim Bradley said Tuesday Whether or not Oxbow can approach its planned usefulness remains to be seen Mr Bradley said Oxbow The minimum-securitJail is doing nothing to alleviate overcrowding at the county jail downtown Mr Bradley said "The way it is now we are not going to staff pod B or finish pod C because any say he has stopped losing weight Stout 35 began a hunger strike Feb 12 to protest what he claims is "dirty rotten treatment" of inmates by guards and Utah Department of Corrections officials Jerry O'Brien medical administrator for the department's northern region said Stout is weighed daily and blood samples are taken to monitor any deterioration in his health But the inmate's weight has stabilized in the last few days and Mr O'Brien believes Stout is being fed by other prisoners "Instead of continuing to lose - t - weight he has stabilized in the past few days It appears he is probably being slipped something from other inmates" Mr O'Brien said Stout claims prison guards constantly harass and provoke him to violence He also contends that he was moved to a
