August 23, 1SS3 Salt Lake and Intermountain Area Obituaries i Climber Leaves Hospital; Fall Survived 100-Foot By Michael Dame Tribune Staff Writer An expert rock climber PRICE who survived a fall from a cliff last Thursday by using his mountaineering skills while falling through the air, was released from Castle-vieHospital Wednesday. Bob Breeden, 31, Price, suffered a punctured lung, several broken ribs, a broken foot and broken shoulder 100-fo- blade. The accident occurred during the late afternoon on the south side of U S. 6 at Castlegate Rock about 13 stu- miles west of Price. Breedens dents took him to the hospital. Breeden was conducting a rappelling class which included four new students, when he used poor judgment by climbing the cliff without a safety rope. As he attempted to swing his leg over the top of the cliff, material he was holding on to broke loose and he began falling head first down the cliff. Breeden said he immediately pushed away from the cliff, positioning himself feet downward and then pushed away a second time while falling to avoid hitting boulders at the bottom. Breeden hit what he called more forgiving dirt away from the boulders. If it hadnt have been that I know how to fall, I wouldnt have survived it," Breeden said, adding he has only fallen two other times in 19 years of climbing. "I just overestimated my capabilities. If you get overconfident and in a hurry, thats when you make mistakes, Breeden said. A veteran of the U S. Armys elite Airborne Rangers where he was an instructor for such places as the Army's Arctic Expert School, Breeden has been a climbing instructor for several years. But Breeden advised alL climbers, experienced and novice, to always follow the correct procedures in climbing. No matter how good you are, it can all catch up with you sometimes. If you start breaking the rules you pay the price, Breeden advised. Breedens foot will be pinned and, set after his I lung has healed. 800-fo- VOO-fo- Salt Lake City Council candidate thinks an election should be held Nov. 5 on the proposal to restore the Building, but the incumbent he is challenging said it would be impossible to put the matter to a vote that soon. Evan L. Baker, 59, former city fire chief and a candidate for the District 3 council seat, has asked the courcil to let voters decide whether to proceed with the J29 million restoration project or tear down the historic structure and replace it with a new building. The Nov. 5 vote would coincide with municipal elections stateCity-Coun- ty wide. This move is essential to protect the public's right to know and its mandate to decide this critical issues for after all, they must pay for it with the ever increasing burden of taxes imposed upon them, said Mr. Baker, who contends restoration is impractical and too costly. He also maintained in his Aug. 21 letter that project plans do not include many fire and seismic safety recommendations and underestimate the cost of restoration by not taking into account professional design fees, financing charges and perpetual maintenance costs. A comparison of the actual cost of the restoration with the cost of a new structure of functional and practical is definitely in order, Mr. design Baker said. The board gave no indication it was receptive to the idea. Board Chairman Ezra T. Clark, seeing Rep. Taylor in the audience, invited him to speak. The legislator presented a number of statistics he has compiled about the UTA, including that only 11 percent of the total income since it began in 1975 has come from the fare box. He suggested the public would be better served by using the $20,000 a month spent on television and radio advertising" for free rides for the sales public that contribute; to the UTA in Salt Lake, Davis and Weber counties and the cities of Orem and Provo. UTA General Manager John C. Pingree said he was proud of total operating cost, the lowest he was aware of in the bus mass transit industry. Rep.
