Get t uor Vo'l eeuwen Da, August 1. f I Tribune Political Editor Educators trying to topple incumbent Republican senators in Salt Lake and Davis counties are drawing attention among the Itah Senate races involved in the Aug. 19 state primary election. Parallel themes are struck by a-party challengers to Sen. E. Verl Asay. seeking his third four-yea- r term from a district centered around Taylorsville in Salt Lake Valley's west side, and to Sen. Dona M. t, who has been in the state Senate for five years and is from the northern Davis County district surrounding Clearfield. Unrest among Republican has also led to a primary election contest involving another GOP incumbent and Senate kingpin. Glade M. Sowards, the Rules Committee chairman out of the Uintah Basin. After 17 years as a legislator, he is caught in a turf battle in an eastern Utah district with a legislative t. colleague, Rep. Alarik Myrin of half-doze- n intr- Way-men- rank-and-fi- le Alta-mon- Three other Senate districts in Salt Lake County, all involving Republican nominations, round out the pritwo of the mary election choices districts on Salt Lake County's east-sid- e ranging from Hulladay to Murray to select replacements for retiring Sens. Warren E. Hugh and Wayne L. Sandberg Democrats have no Utah Senate primary election contests. Half of 29 seats in the upper chamber will be up for election in the Nov. 4 general election. Democrats aim at eroding the Republicans' 23-majority in the chamber, but with the number of carryover GOP senators, the party sees no realistic chance of gaining control. Viewed as most vulnerable to turnover by Democrats is the seat held by Sen. Asay, who won four years ago by 51 percent 700 votes against a former state tax commissioner and business regulation administrator, Paul T. Fordham. Hes back again this year on the ballot as Democratic foe to the Republican winner in the District 11 primary. antithetic: !," the educator said. ' But he has heavily concentrated on the moral issues to the point where it s hard to see him related closely to other concerns other than not spending money for anything." Mr. Handy said he has broader concerns as a consumer, such as conservation and access to public lands, easing highway commuter traffic jams, and promoting more confidence in an education system suffering from a morale problem and comparatively not in as good as position as it once was. "Im hearing Mr. Asay isn't very concerned on those kind of issues," Mr. Handy said. Hes not attacking schools and sees himself as a supporter. But he's not responding to specific needs. Sen. Asay. who carried 58 percent of the GOP convention delegate votes, responded that his primary foe could be described as equally narrow in his perception of education needs, describing Mr. Handy as the candidate of organized education interests. This does them more harm than good, and it backfires. The enire Republican Senate caucus has endorsed my campaign," he said. It's true, I am strong on moral issues, but if we aren't, then we wont need education of our kids," added the senator, who described himself as 6 Gerald L. Handy, elementary school principal in the Granite School District, who split Republican convention delegate votes in trying to wrest the party nomination from Sen. Asay, contends the senator has demonstrated a narrow viewpoint on issues and is less education oriented. Our objectives aren't necessarily hand-picke- 3 Demo, 10 GOP Contests Make Up House Primaries By Douglas L. Parker Tribune Political Editor A onetime world-ranke- d hot dog skier, whose previous drug dependency led him into an ardent anti-dru- g calling, is matched in a primary election against a mother of eight who is n a regional for the Daughters of Utah Pioneers. It's one of the more curious contrasts among the 13 races statewide in the Aug. 19 primary to determine nominations for the Utah House of Representatives. Perhaps the most commanding, however, is the fate of Rep. Samuel House veteran Taylor, the whose political obituary was written before he bounced back with a court decree upsetting his political convention ouster, and giving him a second chance at returning to Capitol Hill next January. There is also one southeast Salt Lake County contest that involves more than gaining the partys nomination, but is tantamount to election, since the survivor will face no other political opponents on the Nov. 4 general election ballot. All 75 seats in the House of Representatives are up for election in the general election. The primary election is the final step in paring down intra-part- y opposition, and on tap are three races involving Democratic nominations and 10 moro confined to Republican hopefuls, several involving incumbent Prospective voters see a novel political mixture in the southwest Salt Lake County District 46, where Darol L. Wagstaff, a former professional freestyle skier, seeks the Republican nomination against Donna M. Crase, vice chairman of the vice-captai- office-holder- Taylorsville-Bennio- n s. Community Council, who has planned for two years to make the race. But she fell just a few votes short of eliminating her foe at the county political convention. Mr. Wagstaff, a 1973 Highland High School graduate, turned to the ski circuit, and for six years until he was 21 fell into by his count years old drug use cocaine, acid, marijuana. "I was chemically dependent, he said. It was a professional career that saw him become 13th ranked in the world of freestyle skiing and establish a world record for the longest front flip. I never competed on drugs, but it was so available on the circuit, he recalled. I was able to leave it behind when I reached a point where I reflected on the purpose of life. Success in sport wasn't enough." Today, with a wife and two children, Mr. Wagstaff is involved in his own motivational speaking business, traveling to schools and appearing at employer programs to promote drug avoidance, openly discussing his own drug use, and selling books and cassette tapes. He works with Colleen Bangerter on community awareness and prevention education in connection with the Governors Task Force on Drug and Alcohol Abuse. His openness in discussing his on background is an effort to wash out the potential negative reaction that he expected in the political campaign, Mr. Wagstaff said. ''Darol's had real serious problems, and is really a nice guy," said Mrs. Crase, downplaying the subject as central to the campaign. "I do think that some of the volunteer aspects of cause are exaggerated the anti-dru- g by some. After all, that is his business. Bennion resiMrs. Crase, a dent, believes she has widespread community support because of campaign donations and campaign responses. She has been particularly active in community citizens rights councils, serving as a registered legislative lobbyist, organizing activities attempting to secure neighborhood sidewalks and a regional park. The district's incumbent, Republican Rep. Kevin Cromar, is stepping out, and has endorsed Mr. Wagstaff to replace him. drug-relate- d door-to-do- Sen. Asay, a general construction contractor, said it's a distortion to suggest he has a narrow viewpoint, asserting that hes been involved in many issues through his chairmanship of the Senate Judiciary Committee. "I was probably more active than any other senator in the implementation of the new judicial article in the constitution (dealing with court administration), he said. Sen. Asay was in a better position than his colleague and Judiciary Committee soulmate, Sen. Wayment, in the wake of district GOP delegate voting. Her primary foe, David H. Steele, West Point, a vice principal at Clearfield High School, picked up 61 nine percent shy of the percent margin needed to oust the incumbent in party convention. Sen. Wayment, Clinton, said the majority of county convention delegates from her Senate District 21 were educators chosen at smaller neighborhood caucuses and exercising a disproportionate influence on the outcome. She expects to overcome that in the primary election open to a wider spectrum of Republicans. Mr. Steele, who taught at Clear Im just affronted by him supporting a friend who has lived in the community a short while, and who has never been involved in politics here, Mrs. Crase said. In other House races, the primary will provide another page in the saga of Democrat Sam Taylor, documented in challenges to the party leadership, a crossfire of letters to the editors in the local press, and his successful court battle to overturn vote results at the party convention because of the disputed appointment of some legislative district delegates not living within voter districts represented. His opponent for the Democratic nomination in the South Salt Lake area District 29, Jay Fawson, a history teacher, piled up enough votes to oust Rep. Taylor at convention, but with a judge ordering a district election rematch, the challenger acknowledged an uphill struggle to repeat with the incumbents wider name recognition likely more influential in a primary open to all voters. The primary test that borders on final election is in the eastside Salt Lake District 34 to fill the seat vacated by Rep. Lorin N. Pace in his bid for the Utah Senate. Vying for the Republican nomination are Robert H. Borden, manager of market development for the Thatcher Chemical Co., and Ralph R. Tate Jr., a lawyer with background in accounting who once served on the Legislature's legal staff. loved 1986. COX, Don W., Salt Lake City, Aug. 6, 1986. Two Republican legislators from District 41 and 42 in southeast Salt Lake County are challenged for return to the House. Rep. Richard J. Bradford, real estate broker in the Sandy area, is opposed for renomination by pharmacist L. Edward Jensen. Rep. Clark L. Reber, insurance and tax consultant in another Sandy area district, is trying to fend off a challenge from Kevin K. Petty, sales representative for an industrial fastener firm. In Davis County, a string of incumbents are presented with opposition in their own party to regaining their seats: Rep. Scott W. Holt, Syracuse, against DeAnn J. Fisher, Clearfield; Rep. E. One other incumbent. Rep. Ray S. Schmutz, George, barely survived Washington County GOP convention voting in a three-ma- n contest for nomination, and is now pitted in the primary against Cleo R. Atkin for the party preference in District 75 covering much of that county. In southern Salt Lake County District 45. the incumbent. Republican Lloyd Frandsen, is seeking a County Commission seat, opening the way for a tussle in seeking the GOP nomination to succeed him. Its drawn two West Jordan figures: Betty G. The Republican primary nominee will face in November Democrat Bruce Parry, Syracuse, operator of a tool and die company in Clearfield and former head of a state division overseeing Indian affairs. Heres a snapshot of other Senate primaries: Sen. Sowards, who moved last year to Park City from his past home ground in Vernal, is hopeful of maintaining his electoral base in the Uintah Basin to ensure nomination from District 26 which covers five eastern Utah counties. The friction and changes in the district spurred Rep. Myrin, Duchesne County rancher, to tap political roots particularly around the cities of Roosevelt and Duchesne in the middle of the district. In a rare attempt to wrest the nomination from a legislative colleague, Rep. Myrin came out of a convention delegate vote with 54 percent of the vote, but still faces a steep challenge against the senator's wider name recognition in the open primary.
