Mountain Fuel calculates that the system wide annual total cost of gas purchased from Northwest, including WS-- gas, is $73,763,238. 3 Mountain Fuel reports that Colorado Interstate Gas Company (CIG) increased its rates slightly in January 1, 1981. r Coupled with a decrease in protected purchases, costs for gas obtained from CIG will be $1,556,411, a decrease of $95,787 from annual costs reflected In Mountan Fuel's revised pass through filing, Case No. 9 Mountain Fuel Resources, Inc. (Resources), increased its rates on December 1, 1980, in accordance with its purchased gas adiustment clause. Bv the Commission; On December 16, 1980, Mountain Fuel Supply Company (Mountain Fuel or Applicant) filed a Verified Application with this Commission seeking Commission approval of an increase in base rates for natural gas service rendered within the state of Utah that would allow collection of annualized gas costs of $191,164,344. Mountain Fuel also requested this Commission to authorize a surcharge to be implemented over the ensuing twelve months to amortize $6,456,513 in unrecovered gas costs as indicated by the expected year-enbalance in Account 191 of the Uniform System of Accounts. Mountain Fuel also filed documentary evidence and proposed new tariff provisions in support of its Verified Application The Division of Public Utilities (Division) reviewed Mountain Fuel's Application and Exhibits and conducted a preliminary examination of Applicant's gas costs. The Division has filed two reports with the Commission recommending that Mountain Fuel's requested rate increase be tentatively anoroved with an adjustment to th requested 191 Account surcharge to reflect the actual balance in that account, with final approval pending further investigation and completion of a hearing on the Application. The Commission has considered Mountain Fuel's Application and Exhibits together with the reports filed bv the Division and has determined that the matter may be considered Utah Code Ann. (Supp. 1979), pursuant to Section and the Rules of Practice and Procedure of this Commission. Finding there has been a prime facie establishment of the justness and reasonableness of the rate Increase requested in the Application and adjusted bv the Division's recommendation, the Commission herewith makes the following Report containing its Findings of Fact, Conclusions of Law and Its Tentative Ordr based thereon. FINDINGS OF FACT Mountain Fuel Is engaged in the business of producing and purchasing natural gat in Utah, Colorado and Wyoming, of transporting such gas by pipeline systems from the place of production or purchase to various distribution points, and of distributing such gas to Its markets in Utah and Wyoming. 2 This Commission, in Case No. approved the implementation of a purchased gas balancing account through Account 191 of the Uniform System of Accounts in accordance with Ihe provisions of Section Utah Code Ann. (Supp. 1979). In connection with this procedure, the Commission also approved an annual implementation of a surcharge to amortize any yearcnd balance In Account 191 3 There is currently pending a final order In Applicant's Base last request under this procedure in Case No. 804)57-10- , rates currently In effect were authorized bv Tentative Order issued September 5 1980 r 4 Aphcant has projected results for 1981 on the basis of historical volumes purchased during the 1980 30, period ending September 5 The cost of gas Applicant purchases from Independent field producers over the test year will in many cases increase due to provisions of the Natural Gas Policy Act of 1978 (NGPA) and due to various other causes. Mountain Fuel's costs for field puranalysis shows that annual system-wid- e chased gas will increase to $123,911,092, an increase of $3,129,-84over those costs reflected in Applicant's revised exhibits in Case No. 6 Mountain Fuel's analysis of Increased royalty costs paid for gas produced from its own wells shows an increase of for the test year over the revised amounts submitted in Case No resulting in a total annualized royalty cost 7.
