Show Slaying Victims Brother Details Shooting Scene By Rick Hassett Tribune Correspondent OGDEN The brother of an Ogden woman shot to death last Nov. 4 testified in 2nd District Court Monday that her accused slayer cradled the victim in his arms and sobbed hysterically after the shooting. Testimony by Bobby Grenado came during the opening day of the second-degremurder trial of Isaias C. Torres, 26, a Mexican national who is charged with killing Madeline Romero, 33, in the bedroom of her home at 2064 Grant Ave. Mr. Grenado told a n jury seated earlier in the day by Judge Ronald 0. UP&L Stirs Foes With Rate Hike Bid United Press International Utah Power & Light Co. Monday asked the State Public Service Commission for an additional $15.1 million rate increase, to improve its earnings picture. But two state agencies and two private organizations immediately opposed the plan, saying such an increase solely to provide higher earnings for stockholders should not be approved. UP&L already has a pending $44.5 million general rate increase request before the PSC, filed on Sept. 30, 1980. The package filed Monday, if both are approved, would hike the total rate increase to $59.6 million. UP&L said it needed the extra funds to boost its rate of return on stockholders equity from 16.8 percent currently allowed by the PSC to an 18.4 percent rate of return. The utility said the higher return is necessary to attract investor funds. No electric utility in the nation has an 18.4 percent rate of return on shareholders equity, according to the PSC. Commissioner Brent Cameron took the utilitys latest request under advisement. Cameron said the PSC would meet again Wednesday to rule only on the $15.1 million application. Stephens, a professor emeritus of biology at the University of Utah, died Saturday in a Salt Lake hospital after a long illness. He was the director of the universitys human Fayette 90, genetics laboratory where he conducted research on cancer, muscular dystrophy, hereditary defects and problems with inbreeding. A native of Idaho, he graduated from Brigham Young University in 1916. He served in the Army during World War I before becoming the principal of Wasatch High School in 1919. He then attended Cornell University from which he received a doctorate in genetics in 1926. He served as the state agriculture inspector from 1926 to 1933 before joining the university in 1935. He remained on the faculty until his retirement in 1970. He contributed to several medical journals and helped with a text in the genetics field titled "Clinical Genetics. He was bom March 5, 1890, Menan, Idaho, to William N. and Susan E. Stephens. He married Florence Holt Sept. 14, 1921. He is survived by a daughter and two sons, Mrs. Norma Ramelli, Reno, Nev.; Glen E., Riverside, Calif ., and Dr. F. Ralph, Salt Lake City; six grandchildren and 12 . Steels Geneva Works after eight ore cars derailed Saturday. Dick Tincher, Union Pacific Railroad public information officer, said the eight cars were inside Geneva Steel property when they derailed early Saturday. Testimony of Friend Carol Medina, a friend of Ms. Romero, testified earlier Monday that the victim and the accused had been drinking alcohol and playing pool at a private club in Roy and at a tavern in Ogden shortly before the shooting. According to Ms. Medina, Torres and the victim had gotten into an argument en route to the Romero residence. Mr. Grenado said the argument was over a $2 bet made by Torres on a pool game that he was unable to collect because of an altercation at the tavern. In his opening statement to the jury, defense attorney Maurice Richards termed Ms. Romero's death an accident or suicide.
