Applewood Drive, Kearns, expects two good things: She can't wait to see Salt Lake County's 911 emergency service be fully computerized in 20 months. And receiving the Dispatcher of the Year Award at the Utah Chapter of the Associated Public Safety Communications Officers' banquet Thursday in Bountiful, said Marjean Hansen, the organization's vice president. The 6:30 p.m. banquet was part of National Dispatcher Week in Utah, Ms. Hansen said. The national association is made up of dispatchers and communication technicians, including police dispatchers and air traffic controllers. It gave Mrs. Kopp the award because she was one of the first, if not the first, female police dispatcher in Utah. She also is the first woman to file a lawsuit in Utah seeking equal pay for doing what was then a man's job, said Ms. Hansen, a communications supervisor at the Salt Lake City Police Department. She said Mrs. Kopp has done much to make police and emergency dispatching a career instead of a job. "What I did accomplish was get a (job) classification for dispatchers and more money," Mrs. Kopp said. Mrs. Kopp is the county's Warning Center supervisor. Ordinarily, she oversees three shifts of 911 operators. But she has been on medical leave since July to recover from surgery to get her lungs to adhere to the walls of her chest cavity and to remove a tumor around her carotid artery. Some of the tumor remains, but Mrs. Kopp takes it in stride. What irks her is she had to sign up for Medicare when she turned 65. "They make you take Medicare when you turn 65. I didn't even need it," she said. She forgets about that when she anticipates the changes due in the Warning Center. Once the project to computerize the Warning Center is finished, computers will flash the telephone number and address of calls to 911 operators. It will make it easier to route calls to proper law enforcement and emergency agencies and show them the addresses of where false calls originate. Rearbagger with 5549 New Overhead 11 worked as a dispatcher for the Salt Lake City Police in 1962. She was one of three women to y work in a building on 400 South. The other two eventually quit, Mrs. Kopp said. "I like dispatching," she said. "There's always something doing." If there wasn't something doing, she made it happen. Policemen manned the dispatch office when she first began working as a civilian for $450 a month. Then the department hired a male civilian as a dispatcher. It paid him $750 a month. She sued. The case brought her media attention while it went through the courts. Mrs. Kopp said she won every round except the last when the Utah Supreme Court overturned previous rulings. Meanwhile, Mrs. Kopp worked and raised three sons and three daughters. "I've always worked. Since I had the first one, as soon as they were 6- weeks-olI went to work." Her husband died in 1969 while her lawsuit was going through court. Mrs. Kopp stayed on as a police dispatcher until 1972 when she quit to be a cashier at a grocery store, then managed a doughnut shop. "I wanted to be my own boss," she said. "I just didn't want anyone telling me what to do." Her other jobs didn't last, and she finally began drawing unemployment. She had received three checks when the employment office telephoned her with a job as a 911 emergency operator for the county and stayed. She rose through the ranks in that office and performed other duties, including writing the procedures manual for 911 operators. Throughout her career, she has drawn praise from those who may mean the most to her, colleagues and her children.
