The programs goal is to have citizens who know about the legal system and how to use it as a means of maintaining their own rights. The program enables people to realize that constructive change can be secured when necessary." Mrs. Mathews said that education programs began to gain interest throughout the country in 1971, when the voting age was lowered to 18. Begin With Basics Suddenly we had a lot of people eligible to vote who were not taking advantage of the opportunity. There were many reasons. Perhaps voters were not informed about rights and responsibilities. Maybe they felt their votes couldn't make a difference. Educators, lawyers and judges decided to address the problem through education in the schools. The Utah program was created in 1974 by former Gov. and Mrs. Scott M. Matheson and U.S. District Court Judge and Mrs. J. Thomas Greene after attending an American Bar Association meeting where a student program was introduced promoting better citizenship and understanding of the legal system. A pilot program was introduced in r v. Law-Relate- 1977. I became involved with the project as a result of a Junior League of Salt Lake City, Inc. task force. We , were investigating projects needing volunteer help. We found this an exciting program, Mrs. Mathews said. Not Minilawyers I was a teacher at Olympus High School and was given permission to incorporate it into my teaching schedule. The goal is not producing a generation of minilawyers, but rather a citizenry that understands individual rights and legal recourse." The project staff, Mrs. Mathews, and assistants Carol B. Lear and Linda J. Oswald, present programs to teachers, administrators and school principals. Although the programs intent was to give children a better understanding of law and legal systems, citizenship was added to the program description. "Citizenship is an umbrella spread over the people, Mrs. Mathews explained. Ethics, values, character education, moral education are the spokes of the umbrella. All are related to the law-relate- d THE law. Many different community resources help present the program. And the earlier people begin to know about their rights and responsibilities, the better. "Another program is the Mock Trial Competition involving both a Junior and senior high division. In this competition, team members play witnesses, attorneys, clerks and bailiffs. The panels, composed of lawyers, judges and community leaders, judge the performance of student teams. Another part is the court-tou- r program. Students and other civic groups visit courtrooms to observe trials in session. The groups are accompanied by trained voluhteers, qualified to answer questions and offer explanations of court procedures and terminology. The field trips are important and worthwhile. But it is the basic program that is vital. Children as early as kindergarten are not too young to learn the concepts of fairness and justice. d The projects encourage them to think, to reason and to question on their level of understanding.
