College of Social and Behavioral Sciences Mr McCool is involved in a lobbying effort of students faculty and staff to see Fort Douglas property used for the proposed education center By Nancy Hobbs THE SALT LAKE TRIBUNE - t 1 There would be "reciprocal justice" in converting property at Fort Douglas to an American Indian Education Center claim local Indian groups university lobbying interests and the director of the State's Division of Indian Affairs Director John Pow less is one of several initiating an appeal to the University of Utah to grant a portion of property "purchased" from the US Army to the state's American Indian population acres of Fort Douglas Fifty-fivproperty will be transferred to the U of U in November In exchange the university forfeits federal selection rights for 4000 acres of land in Proponents suggest the educa- tion center could serve as an administrative center for an American Indian Studies program house a Native American students' office serve as a workshop and communications site for tribal leaders and e administrators and coordinate higher education recruitment and provide educational opportunities for American Indians to reverse the population's 50 percent drop-ou- t rate Native Americans also need a center for cultural events and to display traditional and modern arts and crafts added Mr Pow less He Center said the Indian Walk-ito 1970s in fit in the adapted early the former Carpenters' Union Hall is too small to meet the population's cultural needs the public domain explained Charles Evans director of land administration for the university and director of Research Park The military base's remaining 64 acres will be retained by the US Army Re- n serve Mr Pow less cited a statute in the US Code that authorizes use of va- cant military posts or barracks for the establishment of Indian education programs as the basis for his proposal "Since Fort Douglas is abandoned property more or less my focus has been to use that statute to acquire property for Utah's Indian population" which is more than 20000 said Mr Pow less The U of U Inter Tribal Student Association Intermountain Navajo Association Center have exand Indian Walk-Ipressed support for the proposal "There is also a certain sense of reciprocal justice in converting army forts which were often placed in Indian country to help divest Indians of their homelands to facili Mr Evans acknowledged the university has received a request for the American Indian Education Center but that "nothing definitive" has been decided about how Fort Douglas land and buildings will be used Former Sen Wallace F Bennett who completed four terms in the US Senate was mistakenly identified as the late Rep Wallace F Bennett in Monday's editions of The
