property owners and residents at a public hearing Wednesday on the future of 10 blocks on the city’s west side targeted for redevelopment The hearing scheduled for 4 pm in the Council Chambers at City Hall 324 S State St is a continuation of a September hearing to gather evidence on why the targeted area shouldn’t be deemed blighted The Salt Lake Redevelopment Agency must have the area declared blighted to go ahead with plans for the phased improvement of the 10 blocks under a project known as the West Temple Gateway Neighborhood Development Plan The City Council which is the agency’s board of directors must make that decision The council has delayed making a decision on the plan for two months in part because opposition to it has been intense but also because enough support for the plan surfaced in November to warrant the council’s scheduling of a second hearing In addition a 1985 decision by 3rd District Judge Raymond Uno requires the council to hold the hearing before proceeding with any redevelopment plan for targeted areas Redevelopment Agency director Michael R Chitwood said The council expects to reach a decision on the matter this time and has placed it on the agenda for its regular agency board of directors meeting at 5 pm Thursday if the council can’t reach a decision Wednesday night Residents Win SV The plan calls for improving 10 blocks roughly bordered by 900 South and 600 South and Main Street and West Temple Improvements would include landscaped sidewalks with setbacks trees more lights and patterned walkways similar to those downtown Improvements would encompass an area on West Temple between 600 South and 700 South where businessman Rick L Warner is building automobile sales lots and eventually plans to build a sales plaza for vehicles Under the plan the Redevelopment Agency would pay for improvements with the difference from property taxes after properties are improved in the area Opponents of the plan have looked askance at the inclusion of Mr Warner’s auto plaza in the targeted area They also take issue with descriptions of their neighborhoods as blighted and fear approval of the plan will allow the Development Agency to condemn their Narrow Road By Russell Weeks Tribune Staff Writer A plan to build special curbing to slow traffic in an east-sid- e neighborhood died Tuesday night after city officials found that a majority of the rftighborhood’s residents opposed it Few people at a Salt Lake City Council public hearing mourned its demise but Councilwoman Sydney Fonnesbeck commended the group that sponsored the proposal and warned that residents will have to work with the city on similar plans to stem projected traffic increases on the and the Avenues ‘The council had scheduled a public hearing on the creation of a special improvement district to fund special curbs designed to narrow the Federal Heights Drive (240 N 1250 East) in places A group of residents had proposed that they and their neighbors pay an estimated $340000 as members of the improvement district to have the ” city install the curbs known as or “woonerfs” Under the plan the curb system would be placed in several locations on the street making it psychologically uncomfortable to drive on Federal Heights Drive and forcing drivers to slow down But the council canceled the hearing after city engineers found that 57 percent of property owners who submitted written comments on the proposal opposed it Council Chairwoman Roselyn Kirk declared the proposal dead before the hearing began but asked residents attending the council meeting to discuss other proposals for limiting traffic and vehicle speed on Federal Heights Drive Improvement district opponents used the invitation to assail proponents for assuming they represented the whole neighborhood and called the plan for the curb system “ridiculous on its face” Proponents argued that the plan’s opponents didn’t understand and never bothered to check the complexity of traffic control near the University of Utah Opponents said they understood the problem contended that the city could solve it for much less than the plan submitted to the council and suggested several things the city could do Mrs Kirk said most of the suggestions already had been considered and rejected as unworkable Ms Fonnesbeck told residents the group that proposed the plan was the first in the Federal Heights area to seek a solution with the city's help instead of demanding action from city officials She said more people will have to do what that group did because increased traffic will become the main issue facing residents near the university and the Avenues especially after Primary Children's Medical Center opens next year near University Hospital She predicted that traffic would increase three to four times its present volume when Primary Children's opens and would threaten the viability of the Avenues as a neighborhood Ms Fonnesbeck dismissed Federal Heights residents’ proposals to extend 11th Avenue to the university as a way to spread traffic more evenly She estimated that extending the street would cost $2 million and under the city's budget constraints would be economically unfeasible Moreover the city’s designation of the road winding around Memory Grove to 11th Avenue as a one-wastreet and land above the park slumping to make the road one lane has turned 11 Avenue into a street with limited access she said “I don’t see a time in the next five or six years in the next 10 years that the road the 11th Avenue extension will be built” Ms Fonnesbeck said “bul-bouts- Originally the plan called for targeting only the three blocks where Mr Warner intended to build the auto plaza But the council extended the area as a way to improve the other blocks and required the Redevelopment Agency to send a strongly worded letter to businesses and homes in the area spelling out the agency’s power The letter contained the legal definition of “blighted” as
