Soaring college costs procoupled with stingier student-ai- d grams The administration says that less student aid is exactly what Americans want "Throughout this country there’s a big concern among parents among students among ordinary citizens about the amount of money that the taxpayers are being asked to put into these programs” Bruce Carnes deputy undersecretary of education told me last week He professed concern about the poor The Education Department’s proposed budget would in fact raise Pell grants for some of the lowest-run- g poor grants Unfortunately would be cut for students on the next e rung up who are still but not the maximum poor Other aid programs would be eliminated entirely So what a bottom-run- g student might gain on a Pell he might more than lose by being cut off from a Supplemental Educational Opportunity Grant or a College State-universi- photo-electron- Child care has :NEW YORK (AP) become a strong influence on workers’ performance according to a new survey by Fortune Magazine J The survey by the business publication released Wednesday showed that child care has as big an impact US Aid Becoming Scarce on employees’ productivity as the relationship with a supervisor or even job security The survey described by Fortune as the first nationwide look at the re- lationship between child care and productivity covered 400 working men and women with children under 12 About 41 percent of the parents canvassed said they lost at least one day’s work in the three months prior to the survey to take care of a sick child or go to a school play lower-incom- Work-Stud- y speak: gued that “to ignore the mounting deficit would prove ruinous to our nation and our economy Ultimately it would be ruinous for dur children too And so we must make reductions” I might find that attitude more ennobling if Defense Secretary Weinberger had struck the same note But he didn’t The administration drags in the deficit only when it wants to make cuts anyway When it doesn’t the deficit doesn’t matter — Second the Fairness Issue: As Carnes put it: Why should a taxicab driver pay taxes “so that my daughter can get a grant?” I’d find that argument totally persuasive if Carnes’ daughter in fact qualified for a federal grant But she doesn’t because grants are only for e families It is simply not true — as Carnes tries to sell — e that taxpayers are being hit for the education of the rich It was true a few years ago when no income cap existed on eligibility lower-incom- lower-incom- Carnes claims that the President’s approach "would enable kids to have greater opportunities go to more ininstitutions” stitutions higher-price- d How does he figure that when student aid would be so deeply cut? Because students and their parents would be allowed to borrow all the money they want at current interest rates! It’s the plastic philosophy Just borrow borrow borrow and the world will be yours I guess that’s not so surprising coming from an administration that has made borrowing a way of life But those who work with students say that the fear of huge loans are turning more of them away from school — Fourth Shift the Blame: What’s really making college so hard to pay for Carnes says is the huge rise in costs — fed in part by the availability of student grants and loans Here the administration may be on to something low-inco- grant The administration also wants to eliminate subsidies on the student-loa- n programs used by middle-incom- e families as well as the poor Congress will not make the big cuts President Reagan suggests But in recent years it has agreed to skinnying down the programs — and you can expect the tightfistedness to continue The administration makes four general arguments for cutting student aid — First the Deficit Lament: In testimony before Congress Education Secretary William Bennett ar Big Boy’s Toy Show Will Open Friday A collection of “high-ticktoys” will be displayed at the Big Boy’s Toy Show Friday through Sunday in the Salt Palace The show highlights luxury RVs and boats satellite dishes and home entertainment centers high-en- d spas and hot tubs home gym equipment jet skies fully equipped 4x4’s ATV’s classic automobiles and many other “high-price- d toys” “We’re also showing classic cars state-of-the-a- rt e featuring a 1954 Silver Dawn ” and 1952 Silver Wraith k Tom White of Productions of the show with KRSP-Fradio “President Kennedy’s personal 1962 Lincoln Continental also will be on display” A trip to Mazatlan courtesy of Morris Travel will be given away Rolls-Royc- Rolls-Royce- Peak-to-Pea- Tickets are available at the door and discount coupons can be picked up at all Smith’s Food King stores sir And AT&T will give you a $10 AT&T Long Distance Certificate to prove it If you’ve got a touch-ton- e phone and H buttons you've got with everything you need to take advantage of a remarkable breakthrough in communications So remarkable you can bring 3 or more people together instantly Across the country or around the world And it’s so easy we’ll send you a $10 AT&T Long Distance Certificate for discovering just how simple it is 0 It’s can depend on the clarity and quality of transmission with MEETINGPHONE Everyone gets the same message at the same time Decisions get made And information flows a lot more smoothly IIVI'IIONI iiilt r n mg St There’s nothing to sign up for No monthly charge No special equipment You pay for the service only when you use it (Get the easy how-t- o directions in the free Kit— which also contains your $10 AT&T Long Distance n v III t ml Iim MM M Certificate offer! ) Use it anytime MEETINGPHONE is available 24 hours a day 7 days a week Start using MEETINGPHONE Call or send in the coupon below right away Get the MEETINGPHONE Kit and put ycr and buttons to work 0 j get your free Kit and make your phone a To MEETINGPHONE just call ext 233 Or send in this coupon right away GET AHOflT&TCERTIFICflTE YES!
