Somebody Is Lying WASHINGTON — In The Washington 1‘vst fur Oct 30 is an article by one Franklin Spinney in which he analytes the success of our recent alleged defense buildup Mr Spinney says that the country didn t come close to getting its money's worth which I believe to be true He then goes on to charge among other things that the military cheats on testing weapons Specifically after giving what he believes to be examtestples he says “Success-orientee ing — testing that is rigged to Fred Heed n Rigged the tests’ He is charging that the testers deliberately — rig— ging by definition is deliberate tried to slip past faulty weapons which as he says "needlessly risks the lives of our fighting men" It also quite obviously although he doesn't say it risks losing battles and wars Which is to say he accuses the testers of something morally similar to treason of being willing to let men die This is a robust charge Do we really think our military men so inhumanly callous and irresponsible? pro-duc- favorable results — In support of this argument he quotes a recent report from the General Accounting Office whirh comes very close to charging that the Pentagon hid evidence against the weapons and generally tried to stage fraudulent tests This sounds pretty damning coming from an or’anua-tioas respected as GAO is by those unfamiliar with it I grew up on a military research base and this sort of criminal dishonesty did not ring true Just for grins 1 did something 1 knew Washington's major papers would not do: I spent four hours talking with the Pentagon's operational testing office — i e the men accused by the GAO — to see w hat they had to say about the GAO report From long experience I know that critics of the military don’t have to be right because nobody will check them These men who were utterly contemptuous of the GAO investigators' knowledge of either weapons or test- - has ominous implications "as indeed it does if it occurs Now notice that Spinney does not say funding was inadequate for good tebting that the testers made errors were stupid or didn't know what they were doing Such bureaucratic failings are at least conceivable But Spinney says the testers rigged" the tests that they designed the tests to give false but favorable results Let s think about what this means ‘ No Animal’s Too Big for 72 - Year - Ohl lo Harness tage live m a blue shingled mobile home set back from North Hudson's mam road In front of their home is the old farm granary that leather-workin- g Canary converted into a the Canary Sadshop dlery Sitting in the shop its rich leather smell a warm contrast to the fall mountain air Canary says he wasn't trying to live every kid s dream when he left home and joined the circus The young Canary started out e team and in driving a winter he worked in the circus harness shop He eventually graduated to doing just about every circus job there w as — except the aerial acts His specialty was ridand dancing ing horses and performing in the Wild West shows His circus work led to rodeo By Elizabeth Edwardsen Associated Press Writer NORTH HUDSON NY — Clarence Canary 's career as a harness maker and rodeo performer started the day he ran away from his Indiana home at age i2 and Joined the circus Now in this tiny Adirondack Mountain community he says is the closest thing he's had to a home Canary 72 still announces rodeos and he s still making harnesses — for elephants zebras giraffes camels and of course horses “My favorites are the elephant harnesses” says Canary a wiry strong man m classic cowboy attire “I've made harnesses for practically every elephant act that's on the road today" Canary and Bud a big black dog of uncertain heri high-jumpin- g work where he rode broncos and bulls Over the years he rode the circus and rodeo circuit across the country and around the globe It was in 1956 that his travels brought him to Frontier Town a western theme park here in North Hudson a sparsely populated rugged town that has seen its fortunes nse and fall with the logging and mining industries Every summer he announced Frontier Town’s daily rodeos took the role of "Hanging Judge Bean” in the train holdup and operated a leather shop where he made hand-toolesouvenirs and all of Frontier Town's saddles and harnesses and he took care of his circus customers Frontier Town closed two years ago but there are plans to reopen under new ownership next spring and Canary says he will return in his old jobs tng went over the report line by line with me and said that much of it was simply false 1 can t begin to analyze a large complex report in a column (this impossibility is another defense protecting cheap shot criticism) One example of many possible ones In criticizing the testing of LAN-T1Ra l night navigation system for aircraft the GAO report says “First pilots were allowed a preflight test during the day over the same terrain they would navigate at night during the navigation pod test" ing The implication is clear The Air Force cheated by letting pilots familiarize themselves with the course by day so they would get better scores on the test at night A very angry member of the testing-office staff told me a) that no pilot taking part in the test preflew the course but that other pilots had flown the course by day to be sure no obstacles were present and b) that he personally had told this to the GAO investigators Somebody is lying “Lying" isn’t a word we use in Washington but we should Either the officer m the Pentagon was lying to me (and I'll bet you lunch in Washington s most overpriced restaurant he wasn t) or else GAO knowingly published a damaging false charge — or to lapse again into English lied How you ask can men lie in such a matter?
