The NCAA for years has been trying to vote legislation for some 700 members, a task which is if you consider the differences in the programs and philosophies. The CFA, consisting of 61 members, has been having its troubles in passing legislation which affects its membership. In a series of compromises over the last few years, the NCAA membership voted to split Division I into and But 137 schools elected to be classed as the major football league. Obviously, there is little members have the same chance all those aims, goals, advantages or disadvantages. e The powers have presented legislation for several years, and each time it is shot down, or watered down, the spokesmen have blamed the smaller schools for the setback.. If a league of members has trouble passing legislation acceptable by all members, consider the CFA trying to please 61 members, or the NCAA in passing legislation which will be accepted by 700 members. Despite its optimism, the CFA generally gets just a few votes above the simple majority in its balloting. And if those powers who have voted to join the CFA cant agree, u s understandable how the 137 members in Division cant agree. If it is possible to restructure out those members of the weaker, smaller conferences, and include the Pac-1and Big 10, the CFA will have accomplished its purpose, without defying the 0 8-- 0 NCAA. - Observation Ward The way George Steinbrenner calls the shots, "Winning isnt anything for Yankee managers. (UPI) College Football powers Georgia, Oklahoma and Texas Tuesday filed suit on behalf on the 61 members of the College Football Association seeking judgement on who owns the television rights to football the NCAA or each individual school. The three universities also sought a restraining order to prevent the NCAA from initiating enforcement procedures against the CFA members until the court has made a determination on the question. The NCAA offered no reaction to the joint federal suit filed in Oklahoma City by Georgia and Oklahoma or the state suit filed in Austin, Texas, by the university of Texas. But the organizations president, James Frank, announced that a special convention has been called by the NCAA counsel to consider a series of amendments that would restructure the membership, of Division I and football. Frank, president of Lincoln University in Jefferson City, Mo., said the convention would begin sometime the week of Dc. 6. He also said the chief executive officers of all Division 1 institutions which include Georgia, Oklahoma and Texas had been invited to attend a special meeting in conjunctin with the NCAAs regular scheduled gathering of selected chief executives Sept. 9 in Chicago. Any Division 1 chief executive interested in attending is welcome to do so, said Frank. We hope a significant number will be present to discuss the restructuring proposals. Frank declined to elaborate on just what restructing proposals would be discussed or offered to schools officers. The CFA recently negotiated a revolutionary KANSAS CITY, 28-2- television contract with NBC to broadcast games of its member schools beginning in four-yea- r $180-milli- 1982. The CFA membership approved the contract by a vote with five abstentions on Aug. 21 despite threats of probation from the NCAA but gave its schools until Sept. 10 to either cast or change their votes. The pact with NBC is scheduled to run in direct n television package conflict with a negotiated recently by the NCAA with ABC and CBS. Since the approval of the NBC contract, a number of CFA member conferences, most notably the Big Eight and the Southeastern Conference, have asked the NCAA to call a special convention prior to Sept. 10 . to address the concerns of Division I members in the area of reorganization and football television. No Snyders Judge Extends Ainge Order NEW YORK (AP) A temporary restraining order barring the Boston Celtics of the National Basketball Association from interfering with Danny Ainges contract with baseball's Toronto Blue Jays was extended for 10 days Tuesday by Federal Judge Lee P. Gagliardi. Gagliardi acted on a request by the Blue Jays, who filed suit in U.S. District Court to block the Celtics from negotiating with or signing Ainge, an infielder with the American League team and a Boston draft choice. The Celtics filed suit last month against the Toronto club to bar the Blue Jays from interfering with their negotiations with Ainge, who has ended his basketball career at Brigham Young. The judge set a hearing tentatively for Sept. 18 on the Blue Jays request for a preliminary injunction, but said he planned to confer with Rya Zobel, a federal judge in Boston who scheduled a hearing for Wednesday on a Celtics request for a preliminary injunction against the Blue Jays. Gagliardi said he wanted to explore the possibility of coordinating the two actions. Cedeno, who was going out to take his position to start the Atlanta half of the first inning, jumped into the stands and wrestled with the fan. The Astros left their dugout and several players rushed into the stands to separate Cedeno from the fan. Home plate umpire Paul Pryor immediately ejected Cedeno. I have my family along on the trip, said Cedeno. I do not enjoy anyboy calling me anything that Im not. Just for the fact that somebody paid six dollars, I dont have to be insulted up to the point where they called my name and I turn around and theyre gonna ixiint at me and curse me out.
