Mr Cottrell played a prominent role in shaping the domestic sugar industry After passage ot the Sugar Ad, he was given a leave ot absence to iom the government , in Washington, DC., from to serve as the principle economist ot the Sugar Division ot the U S Department of Agriculture In that position, he assisted in the development ot tne new sugar program, and many ot his ongi nal concepts remained in effect throughout the 40 years of the Sugar Act. Mr. Cottrell was also active in the research that led to the development of the curly top resistant sugarbeet This was a maior breakthrough for the industry m that it prevented the devastating effects ot the curly top disease, and allowed the Yowth ot the sugarbeet industry taring the 1930's. He retained his interest in beet seed development ant served as the first chairman of he Beet Seed Committee that developed and distributed a con tinurxs flow of disease-resistastrain of sugarbeets.
