Division of Wildlife Resources officials have made several pleas for increased funding for fish management at the state legislature. The DWR has expressed concern about the deteriorating condition of some fish hatcheries and has said it plans to cut hatchery production in some cases because of a lack of funding In a speech before the Utah Wildlife Federation convention in St. George this spring, DWR director Douglas Day told delegates that, in addition to improvements and modifications of existing hatchery facilities in the state, his agency would have to build a warmwater hatchery and a trout hatchery sometime in the next 10 years. All of these projects cost money and lots of it. But license revenues havent allowed the DWR to continue its hatchery program and the legislature has been reluctant to raise license fees. n XV'5 Tribune Staff Photo by Cratfi Hansel! The program has been great, A.P. writer Bill Schulz quotes Watt as saying. Now there is some sentiment for expansion, and I applaud that possibility. The bill appeals to the Reagan folks because user groups will pay for the management of the resources they use and because, while the money is collected at the federal level, it is primarily managed at the state level. In a survey done by the National Committee for Fund the Expansion of the which includes nearly every major fishing fisheries organization in the United States biologists from all 50 states say there is an annual $116 million shortfall. According to Dr. Raymond Johnson, a fisheries consultant and former president of the American Fisheries Society, the average state fisheries budget needs to be increased by about 43 percent to manage the resources up to public expectaDingell-Johnso- n Dingell-Johnso- n tion. This money would be spent on research, construction and development of lakes, access areas and hatcheries, land acquisition, fisheries management programs, maintenance and planning and administrative costs. While most conservation groups are supporting the expansion bill, it is receiving strong opposition from the National Boating Federation, the National Marine Manufacturers Association, the American Fishing Tackle Manufacturers Association, the Marine Retailers Association of America, Boston Whaler, Outboard Marine Corporation and Mercury Marine. These groups are opposed to the expansion of the fund basically because they feel that the increase in prices the expansion proposal would bring would be bad for business in an economy where people are spending less. The National Marine Manufacturers Association, for example, says that boating cant afford more taxes and that inflation of the past five years has already reduced the small boat market by 30 to 40 percent. It claims the proposed three percent tax could impact small boat sales by as much as 10 percent, eliminating 30,000 to 40,000 jobs in the industry. In a resolution addressed to Congress, the American Fishing Tackle Manufacturers Association said: In keeping with spirit of the resolution and in view of the already heavy tax burden upon the sport fisherman, we do not support any further expansion of the J Excise Tax, or any other form of new taxation. D-- Short Term Look While these arguments may have some merit, it seems that the boat and fishing tackle look at manufacturers are taking a short-terlong-terfunding problems. If fishing declines, the amount of boats sold and the amount of fishing tackle purchased will also drop. And, there are some very real problems in the funding of fish management projects throughout the country as well as here at home. The state coordinator for the D-- J expansion effort is Dr. William Sigler, who resides in Logan. Andriano and the DWRs Jim Johnson are also knowledgeable about the ramifications of the bill. If you have questions on what the D-- J expansion bill might mean to you, you would do well to contact any of these gentleman. Competing in one of the most impressive fields to grace Utah bicycle competition recently, Utah riders won four of the six classes in the event. Competition started Saturday with an eight-mil- e time trial up Emigration Canyon and continued with a criterium at the Salt Lake International Center. Johnson, who rides for the Alpine Cyclists Club, won both stage one and two and went into Sundays final road-rac- e stage with a good lead. When Sundays race started, the blustery wind was all the weather riders had to worry about. But, with two laps to go, the rain finally materialized and riders had a new element to battle. Mike Steffen, riding in the veterans class, made it a clean sweep Sunday. He won all three stages and his wife n made up enough Bette time to overcome the lead established by Arizona rider Louella Holter and win the womens first place. It is for these reasons that DWR offHals are mounting a campaign to gain supp.a for Act on a national expansion of the basis. The Act as currently written charges fishermen a 10 percent excise tax on rods, reels, artificial lures and creels. The expansion proposal would extend that tax to hooks, lines and accessories. It would add a three percent tax on boats less than long, plus outboard motors and trailers. Last year, the DWR received $564,341 in Fund. Division funding from the fisheries chief Don Andriano estimates that the state would gain almost a million a year in funding projects if the bill, which is being sponsored by in the House and by Sen. Rep. John Breaux in the Senate, is Jennings Randolph passed. The DWR has used its funds (which must be matched with funding by the states) to finance things like reservoir management and surveys on Lake Powell, the Bear Lake Cutthroat Trout Enhancement Program, and the Mountain Lakes Fisheries Survey in the Uintas.
