(AP) The University of Texas, for the second time in three years, has been picked the national collegiate champion in a survey by The Knox-- ' ville Journal. Paced by second-plac- e finishes in swimming and baseball, the Longhorns tallied 78 points in the Journal s 1983-8- 4 survey of the country's top athletics programs. The Journals survey was copyrighted and published Friday. It relied on official NCAA rankirgs in 10 sports as well as final polls by The Associated Press, coaches and a college baseball publication. Arkansas, another Southwest Conference member, and Oklahoma State of the Big Eight tied for second with 68 points in the Journals tabulation. A memorial service for Campbell, who served as NHL president for 31 the longest reign of any years before retirsports commissioner ing in 1977, brought together senior officials of the 21 NHL teams, referees, league officials, a baseball commissioner and a Supreme Court of Canada justice. Campbell, 78, a native of Fleming, Saskatoon, was buried last Monday in a private service.
