So what advice can financial experts offer recent graduates or newlyweds who want to sink their small nest eggs into a first house, cooperative or condominium apartment? While the age of the bargain mortgage is over, they say, there are still ways to better ones chances of qualifying for a home loan primarily by making the monthly mortgage payment more affordable. But although imaginative financing may lighten the load for a while, such deals in the long run can cost as much or even more than traditional packages. Fixed-Rat- e Mortgage For starters, most housing exlongperts agree that the fixed-ratterm mortgage, while a good value for most of the postwar era, is now probably a bad deal for many young people because banks charge hefty interest premiums to cover the extra rate risk they bear with longterm loans BUYER'S Group buying power allows tremendous savings on PC's, XT's, PC Jr s, software, printers, modems, ate Full welcome support Companies Jon today, save 61 Call Chuck Caoie only, Mortgages By Eric N. Dodge, said Januarys 12 percent rebound of construction contracting seemed to confirm that the unusually severe weather early in the winter had upset the seasonal rhythm of the construction business It now appears that some of the work planned for December was delayed until January, he noted. Taken together, the Dodge Indei values for the two months averaged 142 That is right wheie it has been hovering since last iummer, when interest rates stabi lized, and nothing has happened lately to change that pattern "Whethei lunstruction activity advances or recedes from this plateau in the months ahead depends mostly on the next development in the credit market. Januarys $5 3 billion of nonresi-dentibuilding contracts showed the good Januarybad December pattern, with a 14 percent gain in the latest month following a previous 8 percent decline. al Commercial and industrial building was responsible for the recent volatility in nonresidential contracting In particular, construction of factories, warehouses and offices bounded back sharply in January. Contracting for institutional schools, health care buildings facilities and public administrawas unchanged tion buildings between December and January. The value of contracts for total residential building homes, apartments and condos, hotels and motels was a strong $6 6 billion in January. After seasonal adjustment, the latest month's contract value was up 16 percent from Decembers rate. one-fami- million unit rate of housing starts was one of the best since the recovery began," "January's e 9 4kM4 4M- 1 9 Mr. Christie pointed out. However, considering the instability of seasonal adjustment factors for housing activity in the winter months, Januarys strong 1 9 million rate was no more a cause for celebration than Decembers weak 12.7 million rate was a cause for concern. The average of 1.8 million units is a better indication of the current strength of housing demand at prevailing mortgage rates, and makes a useful forecast for all of 1984 unless interest rates are driven up, the Dodge economist said. For reasons having more to do with a budgetary freeze than with the wind-chifactor, Mr. Christie continued, "contracting for nonbuilding construction declined in January Although the decline was a negligible 1 percent, it followed an 11 percent dip in December. two-mont- h ll Construction of electric power plants remained at a low level in January, but the start of a $155 million gas pipeline in Texas lifted the utility category above its December value. Total nonbuilding construction contracts for both public works and utilities were valued at $1 9 billion in January. at first, the bank may increase the amount of principal the borrower owes. In other words, a $100,000 house or apartment could end up costing, say, $125,000 in principal alone. So before deciding whether such a deal is advisable, a prospective buyer should assess how much the loan will end up costing and whether the initial ease of payment makes it worthwhile. "A lot of times people will come close to qualifying, Mrs. Carr said This sort of loan will give them the cushion they need to go over the edge. In California, where inflation in housing costs has been virulent, a number of banks have improvised on the interest rate theme by extending the maturity of mortgages and thus spreading out the repayment load At Home Savings of America in Los Angeles, one of the largest home lenders in the West, 10 percent of all adjustable mortgages now carry maturities of 40 years, said Robert Jacobson, executive vice president. He estimated that on a 12 percent, $100,000 mortgage, extending the maturity to 40 years from the standard 30 can trim more than $25 a month from the mortgage payment. It may not sound like a lot, but for some couples it has meant the difference between getting a loan or not, he said. "This loan has given us a bit of a competitive edge in helping people to qualify." (Copyright) HUD Speeds Standards On Prefabs - WASHINGTON (AP) Faced with dramatic growth in the sale of prefabricated houses, the Department of Housing and Urban Development announced last week that it is taking steps to speed up setting of "mansafety standards for ufactured housing. HUD will give prioiity to setting regulations covering formaldehyde emission control and fire safety, according to a written statement from HUD Secretary Samuel R. Pierce Jr. Manufactured housing covers mobile homes and the new, larger prefabricated houses which are shipped in pieces and put together at the building site. The formaldehyde standard will regulate indoor air quality, and the fire safety standard covers materials used in interior finishing. Eventually HUD will also establish a uniform national standard for manufactured home construction design changes for structural durability, transportation requirements and energy conservation levels. HUD has been studying the costs involved in both sets of standards, and has found those involving fire safety and formaldehyde would be less than $100 per unit. Mr. Pierce said a uniform standard will eliminate confusion stemming from conflicting state requirements "The entire purpose of these standards is to improve safety, quality and durability of manufactured housing," he said. Florida Home's Price Draws Concern - PALM BEACH, Fla. (AP) The historic Via Mizner, centerpiece of Palm Beachs ritzy Worth Avenue, is up for sale, and local merchants are worried rents may soar out of sight if the buyer pays the $20 million asking price. The sprawling, yellow structure houses 10 percent of Worth Avenue's dress stores, mostly family-owneshops, jewelry stores and French ice cream stands Bill Moss, president of the merchants assocuton, said many Worth Avenue shops are already having trouble meet ng rents that some a year for a times run store d $20,-00- 0 one-roo- |
