When President Konald Keagan threatened Title 4B budget cuts last year, former CYF director Judy Ann Buffmire budgeted conservatively. The funds came through at a higher level than expected, but not in time to spend this year so they're being advanced to next year's budget. Utah took advantage of additional funds because it was the first stale certified under new child welfare allocations. When other states weren't certified, Utah was able to receive extra money. "The money is available for Mr. Wittwer told the group. "But it's only for one time. don't want you to get in a trap like you did with mental health money last year when we used additional funds and now they're asking us to pick up the $970,000. Because the money is included in the Social Services Block Grant it can be moved within the department, according to Mr. Wittwer. replacing general fund revenue that can be moved elsewhere. Members agreed not to commit the money until they consider other Social Services Department budget requests. 'Seeding' Money Another policy issue before the committee was whether Social Services could use "seeding" money to get matching federal Title XIX 1 funds. The Health Department sets aside a portion of its funds for seeding return, Mr. purposes, getting a Angus said. Social Services asked to do the same thing for its programs 70-3- 0 that are eligible for the Title 19 Medica'd funds but no action was taken. The federal entitlement program doesn't have a funding limit, so the state would get 70 cents for each 30 cents spent, Mr. Angus said. Areas qualifying for the money include some budgets in the Division of Alcohol and Drugs and Division of Aging which would use general fund dollars to provide matching funds. Several committee members expressed philosophical reservations against accepting federal matching money but Sen. LeRay McAllister. said the money should be timelywinter used. An appraisal will set the purchase price. County planners will decide if access should be limited to as urged by neighbors or two-wa- y traffic as recommended by the chain.
