H Utah Board of Education Opposed to States Solutions to Problems State school board members don't like the governor's solution to a state revenue shortfall. Theyre even less pleased with legislative proposals to weaken their authority. While meeting in Salt Lake City Friday, the Utah State Board of Education officially opposed both approaches to public education problems. Earlier this week, Gov. Scott M Matheson announced his plan to offset a revenue shortage with tun million from the states School Land Trust Fund. Governors Rationale Brent Sanderson, a representative of the state budget office, explained the governor's rationale. A Supreme Court ruling, Jensen vs. Dinehart, held that the land royalties belong in the Uniform School Fund, not the trust fund. By shifting the IM million from the trust to the Uniform School Fund, less money from the states General Fund would be needed for school operations. Therefore, the General Fund money could be used to offset the revenue shortage in all state agencies This approach eliminates a need for all agencies to absorb another 3 percent budget cut on top of the 2 percent already suffered, Mr. Sanderson explained It sounds to me like were moderating hard economic times at the expense of public education, responded Jay A Monson, board We cant take this chairman. sitting down Mr. Sanderson said if the trust money isn't used, local school districts may be forced to drastically cut school operations budgets As much as 85 percent of these budgets are tied into employee contracts, leaving only 15 percent of the budget to sustain the entire 3 percent reduction, he said. Public education is critical to the state, but so are such services as highway maintenance and welfare. Mr. Sanderson noted. Board members argued that other alternatives should have been considered more seriously. A board , member-elect- , M. Because the State Board of Regents was established by statute in 19 to supervise college and university programs, controversy has erupted over vocational programs, which exist in both systems Want Amendment Legislators recently decided a constitutional amendment is necessary to legitimize the Board of Regents and to resolve problems between the two school systems. The state school board has consis-teopposed such proposals in the past. Thats been their strategy for the past three or four years, said Lila B. Bjorklund, a Salt Lake City board member. They keep criticizing us until the public thinks it (changing school governance) is the way to go." It would be a tragedy for parents and children if the Constitution were revised, she contends.
