SNwyi ( Ih Smith Jlit-- I ); (n-riirt- l Official Pleads Guilty to Public Funds Misuse Ex-Sta- te A former Utah Finance Department official has pleaded guilty in 3rd District Court to two counts of misusing public funds Frank K Jex, 59, Bountiful, former state surplus property director, was charged with 17 counts of theft and misusing public funds stemming from alleged scheme to defraud the state of revenues accrued from the sales of surplus property. The guilty pleas, entered last week, were made in exchange for an agreement by Utah Atorney General's Office to drop 10 other counts lodged against Jex. Five theft counts were dropped in August in exchange for Jex's waiver of preliminary hearing The fraud scheme allegedly took form in 1978 and continued until Jex's arrest in July.
