the part that silver may ultimately play In economic rehabilitation congress very likely will adjourn without a semblance ot a definite commitment on this particular Meanwhile the Republican national convention will problem be pressed for a party commitment on the sliver Issue With what measure of sympathy the convention will meet the sliver proposal of course cannot be determined at this time But Irrespective of this the Immediate future of sliver Is not bright unless something happens to make the attitude of the administration compatible with any constructive action that the convention might take This of course Is a blow at the silver industry but the greater disappointment comes In the fact that It constitutes a barrier to economic recovery For more than a year past the treasury department has dismissed sliver as a matter of no moment It has consistently held to the thought that silver Is a commodity only and that It has no place In the money picture To that end It has earnestly opposed lay action which would seem to run contrary to the official viewpoint Briefly the treasury department has held to a banking viewpoint pondering the problem from the standpoint of the financier without much regard for the Immediate needs of those who have been impoverished by the fight for gold It would be idle to suggest that this attitude Is to be Immediately changed Hence It is doubtful If any favorable action will attend any of the silver proposals submitted to this session of congress Despite the fact that the administration has been consistently antagonistic to silver for more than a year past It has recorded little progress In Improving the basic structure of our national life True by resort to substitutes for a silver program stimulated banking credits it has attempted to meet the problem The results are and the opinion is widely prevalent that the benefits have accrued almost exclusively to the banking interests' The people perhaps are quite willing to accept the dictum of the administration that silver can have no place In the money picture but they will demand with increasing Insistence that these other measures reach without further delay the sources of difficulty Progressive action Is Imperative whether It comes from sliver or something else It is not enough for the administration to say sliver will not do For a year or more the treasury department has pursued this policy It Is time for improvement or time for a change in the official attitude Silver Is vital only if it can be made to serve the current needs of mankind If the problem can be solved in a better way silver has no claims This conclusion however is contingent upon immediate signs of relief The danger of the current situation is that this same banking viewpoint may be assimilated by business industry and agriculture The gold competition of bankers is sustained by the credits of the populace It cannot continue without ultimately making the basic life of the nation money conscious When this happens international bankers will find It more and more difficult to play checkers with the world’s supply of gold The fact that the states and even individuals may ultimately engage in this competition by exchanging existing credits for" gold— a departure which would establish beyond question the inadequacy of gold— seems to have been overlooked by those who appear satisfied with the existing order The administration in its set program for gold alone has had ample opportunity to prove its gold theory and so far as business is concerned its theory has failed utterly Humanity and business now demand that the administration show results or give silver a place in the picture that it is rightfully entitled to WITHOUT self-evide- nt The Weather October 1 1931 and the recent rain there had Balt Lake City as measured at the United States weather bureau office 1166 Inches of precipitation reduced to a water basis Some of it was in the form of snow The most recent storm coming during the growing season and amounting to more than an inch in a region where the average preIn fact cipitation is around 16 Inches a year was gratifying most of us feel that the long scrl?s of "dry” years has been broken Measured by averages taken over a half century or so at the bureau's various offices In Salt Lake precipitation during the present season is still below "normal" As of Monday night It was 12 3 per cent below the average rainfall for the period from October 1 to June 6 The past winter then contrary to what some believe has not been extraordinarily "wet" in Salt Lake There has been no excess to fill up deficiencies City at least created in recent years But there are many reasons for cheerfulness on the part of residents of this city In the first place the precipitation in the valley is not always a close index of what has happened in the mountains The behavior of the streams that head far back in the Wasatch range indicates that there will be a satisfying runoff this year Much has already come down and there is still snow in the mountains for hot spells have been neither numerous nor prolonged this spring In the second place Salt Lake City during the summer of 1931 helped Its situation materially by assembling what were characterized as the "loose ends” of near-b- y water supplies and making them available for city use While the situation as to Utah lake Is at present rather disquieting there is some reason to believe that even In the face of the present low level of the lake fears as to Its supply may have been overdrawn Only the next few months will definitely determine whose estimate of Inflow Into that natural reservoir was most nenrly correct Finally there Is some comfort in the thought that after all the "average precipitation" even over a period as long as half a century Is not really the "normal" precipitation With an average of say 16 inches a few really ''wet” years with rainfalls say of 22 Inches or more will mathematlrally far more than counterbalance an even greater number of years with totals that run around 12 Inches If the average therefore Is around 16 Inches the really normal year may after all be one In which only 14 or 13 inches Is recorded After all this may be really a normal year and Salt Lake City has found Itself to bo able to get along very well In any normal year BETWEEN ' Canada Glenn of Illinois to levy a tax on the proceeds of crime la not unprecedented in history though the rate of taxation he advisesmay be regarded as somewhat excessive In times past remote times kings and overlords sometimes accepted a share of the loot of Tob bers bandits and pirates as full atoneIn a small ment for their crimes way without any specific legislation on the subject we have been taking a reasonable share of the plunder of bandits when we could get it and sometimes have sent them to Jail In the way of punishment for putting us to the trouble and expense of shaking them down An honest racketeer or bandit who came forward frankly with 'a statement of the amount of his 111 gotten gains had nothing to fear We only took our Just share of what he had received from bootlegging vice holdups and murder and let him keep his share a was not was when racketeer It only on the up and up with our Uncle Sam that he was In conger of getting into trouble But the rate of taxation suggested by Senator Glenn would destroy a profitable industry Our racketeers would have no incentive to pursue it for it is attended by some risk and expense if they were compelled to surrender their profits In their en- tlrety to the government The sen-ator Is manifestly not a financier He has learned nothing from the experience of our government In fixing income rates so high in the higher brackets that capital contented itself with smaller Incomes from tax exempt securities The senator has forgotten if he has ever heard of the silver rule "Live and let live” Our bandits 'rumrunners vice lords and racketeers generally under such a law as the senator has propused would find a new meaning in "Sic vos non vobis” p 1 - George Rector now white haired A 10 o’clock nightly spectacle
