public correspondence detailing unsuccessful efforts to obtain an explanation of payments by the Na tional City bank the Chase National bank and the Royal Bank of Canada to Juan Leguia son of the former president of Peru The payments totaling almost $100000 were revealed yesterday by the committee It made public bank account with J and W & of New York Co Seligman The National City bank and the Royal Bank of Canada were not asked for explanations but Henry C Bieck of the Seligman company said his concern had no knowledge of the source of the deposits “other than that these banks sent the money to Us for Leguia’s credit ” The committee also made public a letter from C J Schmidlapp vice president of the Chase National saying the $10000 It paid into Leguia’s account were transactions conceining “confidential relations with our foreign correspondent” Declared Complicated Schmidlapp’s letter was written m reply to a request from Senator Johnson (Republican California) during the committees investigation of foreign loans for an explanation of the payments It said in part1 “We received cable Instructions from our correspondent Banco del Peru ye Londres Lima Peru to pay on April 17 $2000 and on April 25 to pay $8000 to J and W Seligman & Co New York for ac count of Juan Leguia “These transactions concern confi dential relation with our foreign correspondent and we trust will are working up an emergency road bill differing somewhat from the Hayden amendment before the senate which would make available an emergency road loan of not less than $125 000 000 to be repaid from the regular federal aid appropriations in 10 annual installments beginning in 1938 The committee discussed the bill from various angles today when it appeared that the first draft submit ted by the chairman made no provision for western roads other than federal aid Representative Colton In sisted that the bill must be changed to take care of forest paik and public domain highways or it would encounter serious western objection Proposes Advance of Funds The main purpose of the bill is to advance close to $125000000 of federal aid funds which W'ould be turned among the states but the states would be required to contribute nothing This advance is proposed as an aid to unemployment Colton said he Representative would insist on a pro rata for the other kinds of western roads and tentatively suggested $5000 000 for national forest highwavs $3 000 000 for public domain roads $2000 000 for Indian reservation roads and a comparable figure for national park highways The committee adjourned until Tuesday leaving the matter unsettled but with the understanding that before Tuesday the chairman will ascertain the attitude of the house leaders toward such a bill As it stands it would be contrary to the policy of the Democratic majority of the appropriations committee the ap propuation not having been recommended by the budget The roads committee is hopeful the house lead ers will
