Show BRAZIL DECLARES WAR ONGERMJUIY PRESIDENT AUTHORIZED TO TAKE STEPS TO INSURE NATIONAL NA-TIONAL DEFENSE. Ten American Nations Are Now Joined With the United States in Opposition to Autocracy and in Fight for Freedom. Rio Janeiro. The chamber of deputies dep-uties on October 20, by an almost unanimous vote, declared that a state of war existed between Germany and Brazil. The vote was 149 to 1. The tribunes of the chamber were filled to capacity. After a debate on the opportuneness of proclaiming martial law, the president of the diplomatic diplo-matic commission spoke in favor of a law worded as follows : "A state of war between Brazil and Germany is hereby acknowledged and proclaimed. The president of the republic re-public is authorized to adopt the measures meas-ures enunciated in his message of October Oc-tober 25 and to take all steps tending to insure national defense and public safety." The virtually unanimous vote of the deputies was received with general acclamation. ac-clamation. With Brazil's action in declaring a state of war with Germany, ten American Amer-ican nations are now joined with the United States in opposition to German autocracy and a great Pan-Ameri-ican pro-ally alignment of spirit is not far from complete. Since America's declaration of war fourteen neutral nations have severed relations with the Prussians and of these ten have been our southern neighbors. Of the South American countries, Brazil, Peru, Bolivia and Uruguay are strongly proally. Brazil broke off relations re-lations and handed the German minister minis-ter his passports as early as April 10. A resolution was shortly passed revoking re-voking the nation's neutrality. The sinking of Brazilian ships by German submarines had roused popular and official of-ficial feeling and Germany's trade course in Brazil had previously stirred their great resentment. As early as last February the press of Peru had been demanding the government's gov-ernment's joining the United States in condemning the submarine warfare. Peruvian ships had been sunk and upon up-on protest to the German government no satisfaction was offered. In Angus; an ultimatum concerning the sinking of the Lortou was sent and as no answer an-swer came within the eight days demanded de-manded Peru promptly severed relations. rela-tions.
