Clients not receiving the full amount for which they were eligible totaled 4.2 percent. Mr. Abbott noted that the total error rate for the AFDC program, 13 percent, is not the lowest in the programs history. During the first six months of 1976, the case error rate was 9.7 percent. He also noted that the present cost of errors has significantly decreased compared to the previous period. With the payment error rate decreasing from 8.1 percent to 2.7 percent of the total money spent, current errors cost the program $84,000 monthly. This represent a savings of nearly $167,000 per month m improper payments over the previous period. study by the Utah Department of Social Services shows that only 1.6 percent of households receiving funds through Aid to Families with Dependent Children (AFDC) were not eligible for public assistance during the first six months of 1977. John Abbott, director of the Office of Quality Control, said this is the lowest ineligibility rate in the 10 years the program has been monitored. During the preceding six months, 5.3 percent of recipients were found to be ineligible. The lower rate means very few Utah households are receiving assistance that should not be, he said, adding there are more than 12,000 AFDC households in the state.
