Had Not Anticipated That United States Would Accept the German Position Without Objection, But Do Not Expect Trouble. Berlin. The German foreign office, after studying the American note respecting re-specting the declaration by Germany of a war zone in the waters around Great Britain and Ireland, states that the terms are much friendlier than, previously had been expected by reason rea-son of the incomplete newspaper dispatches dis-patches published here. The foreign office had not anticipated antici-pated that the United States would accept the German position without objections, and it even recognizes that from the American standpoint certain cer-tain of the points raised are quite justified. Germany, however, it is declared, intends to adhere to its own viewpoint. view-point. Various officials,- diplomatic, naval and military, whose opinions have been sought, profess to see no elements of danger in the situation and are convinced that the naval campaign can be conducted on the lines alid down in the admiralty proclamation pro-clamation without involving difficulties difficul-ties between the United States and Germany. The importance which the German government attaches to the unrestricted unrestrict-ed shipment of foodstuffs for its civilian civil-ian population was emphasized at the state department at Washington on Saturday by Count von Bernstorff, the German ambassador, who conferred with both Secretary Bryan and Counsellor Coun-sellor Lansing. While no formal statement state-ment regarding the ambassador's call was issued by the department, it was said afterwards that he had hinted that warfare on merchant shipping might be relaxed if Germany could be assured of a continuous food supply sup-ply for her non-combantant popula tion. The position of the German government, govern-ment, it was explained, is that the proclamation of a war zone and campaign cam-paign against enemy merchant ships was simply a retaliation against England's Eng-land's alleged violations of the declaration decla-ration of London in hindering conditional condi-tional contraband destined for civilians civi-lians from reaching Germany. This, according to the German ambassador, is no less inhuman than the campaign cam-paign on merchant vessels. |
