II the bond issue passes, the city will more than doubk the total parks acreage, upgrade facilities in existing parks, build new softball and soccer fields and construct boweries, tennis courts and playground equipment, said City Manager Ga.vle L. Robert Wright has announced he will seek the chairmanship of the Utah $ Republican Party. 5Pec Clearfield voters defeated a $1.2 million recreation facilities bond issue late last March. However, that proposal included a controversial golf course whit h has been deleted from Tuesdays proposal. Voted Against Issue Mr Starks said he believes many senior citizens voted against the bond issue which failed last March. He said that those on fixed incomes were concerned about the increase in property taxes which the passage of the bond issue would have caused. However, Mr. Starks said, the circuit breaker law which passed the last session of the Utah Legislature provides that those with fixed incomes below $7,000 a year will receive rebates on their state taxes which will compensate them for the increased property-taxecaused by the bond issue. Mr Starks urged voters to pass the bond issue. "We need all the help we can get, he said, referring to support lor the bonds. I hope people realize how imperative this is. He said that the city now has only 40 acres in parks. If the bond issue passes, the city will purchase another 60 acres m park lands.
