Wang Youping. who arrived here from Peking Sunday, and Leonid Ilyichov were exacted to begin Tuesday or Wednesday the lengthy process of Smo-Soe iet deciding the agenda for the first talks in 15 years, Chinese sources said. Diplomatic sources said it could take several weeks to hammer out agreement on the topics to he covered and it could be months before any real movement in the negotiations. Wang, who served as Chinas ambassador in Moscow until last May, said on arrival that he and his team would work for a genuine improvement in relations, despite the deep ideological differences between the two countries. The Soviet media, which have been waging a propaganda offensive aganst China for several immths. gave Wang only a passing mention. The only recent comment on the talks came in a speech last week by Mikhail Suslov, the Kremlin's senior ideologist Suslov, a membei of the Communist Party Politburo, rreeited the Soviet charges that China was trying to stir up tension and torpedo detente. He contrasted this with what he called Moscows consistent and peace-lovin- g policies. He said everything depended on China displaying a reasonable and constructive approach at the talks. The Chinese reacted by suggesting that the Russians were trying to obstruct the negotiations by attacking Peking and creating a bad atmosphere on the eve of the first session. v Hunt 812 Marion Spartan Dr., 4616 Mary Andrus, 1043 Buchnell Dr., Louise Goff. 8746 S. 4620 150 West., Geneva Hill, 214 N. 8 State St., 4624 Sherry Linford, 985 E. 300 North.
