The acquisitions are a part of the SNRA legislation to maintain a rustic, undeveloped atmosphere in the valley The most controversial of the lands program has been the acquisition of private cabins and some businesses along U.S. 93 and state highway 21. To date, the Forest Service has obtained 22 scenic easements on 4,300 acres. Frank Church, who spearheaded the SNRA legislation, said although he has heard some complaints, he feels the wrinkles are being woi ked out and this area concept of the was first embraced by a womens club in 1911 which endorsed a plan for action to establish a national park in the Sawtooth Range. Such bills were introduced m Congress in 1913 1916, The SNKA M35, I960 and 1903, but none was enacted Legislation for the SNRA was first introduced in Congress in 190G. In 1969 the proposal was enlarged to include the White Cloud Mountains and in 1971, the proposal was again enlarged to its final size of 754,000 acres.
