Dear Friend: On behalf of our board of education and the director and mem' bers of our school band, I take this opportunity to express deep and sincere appreciation for the courtesy and support 'Vou and Logan City so generously gave us on the occasion of the trip to Logan, on April 29 nnd 30, taken by our band and musical soloists, when they partiIn cipated in tho state contests. this expressif i of thanks the whole of Park City joins community with school officers. The entire enterprise volunteer transportation with specml police escort in cities, benefit dance at the high sihool gymnasium, adequate and detailed arrangements for the entire trip and housing and feeding at Logan - represents a project in civic cooperation that is rarely matched by nny community. Again we thank you. Sincerely, HOWARD V. ALSTON, Superintendent of Schools. SAYS STATEMENT WAS INCORRECT Editor, The Herald-journaLogan, Utah. Dear Sir: On page three of your Friday paper, you gave an account of the letting of the insurance contract for the South Cache high school buildings and 1 desire ta make to this article, some corrections In the first place tins article states that the mspjance was awarded to the second highest bidder. This is not correct, as it was awarded fo the highest bidder, Mr. Peterson's bid being 61 cents per hundred, totalling $755 22 The North Western Mutual was really the' second lowest bidder, as they pay a refund at the end of the three years, and deducting this, it would make them considerably under the Home Fire of Utah, of which Mr. Joseph Peterson is "rr&sutivc, ana my company Ohio Farmers, the lowest bid. You quote Mr. Lloyd Thcurer, clerk of the county school board as stating the insurance was awarded to Mr. Peterson because his company was the only one belonging to the fire underwriters Let me state here that heretofore the board has been giving the insurance to a mutual company which did not belong to the board of fire underwriters, and the statement that my company does not belong to the board is a willful misrepresentation, as I presented ample evidence to the board members howing thi! my company l, 1 DEFICITS SIMPLY ADD TO DEBT That is, stop issuing bonds to meet government expenses and meet them for the fiscal year 1933 by new taxation with the aid of whatever federal economy may be achieved. The 1931 and 1932 deficits, amounting to about three billion were met by adding the dollars, amount to the national debt through bond issues. A minority has held that next year's deficit can be best met by a certain amount of new taxation and a certain amount of proceeds from new issues of government obligations. The majority view is that such a course would be likely to lead to national catastrophe. POINT TO EUROPE Unbalanced budgets contributed largely to economic chaos in Europe, it Is argued and no nation can maintain its credit by consistently spending billions in excess of revenue. R. Acting Chairman Charles Crisp of the House Ways and Means Committee, one of those most profoundly impressed by the of da.iger issuing any more obligations, pointing out that some U. S. bonds were well below par, said: If we continue to issue government bonds, they will further depreciate, all private and Industrial bonds, stocks, lands and property of every kind will depreciate, and economic chaos will be inevitable . . . Foreign nationals are becoming alarmed as to stability of the American dollar and withdrawing funds from tho United States and gold from our vaults. EM -- r BY RODNEY. DUTCHEK o Logan-Benso- Logan-Benso- Go NEA Service Writer WASHINGTON Congress will balance the budget," backed by an obvious preponderance of opinion everywhere. The treasury will raise the money for the reappropriations of Congress, gardless of deficits, and the gov ernments bills will be paid. Any-hln- g else would be unthinkable. J. Hatch, president of the Logan Kindergarten association. Registration will take place at the Ellis on Tuesday morning at the same time as the free health clinic for children is being given while at the Wilson school, the registration will be open during the clinic there on Wednesday morning. Mrs. Hatch points out that the kindergartens are being given this summer in districts not served by the regular winter kindergartens and that they provide an excellent opportunity for children expecting to be entered in the first grade of the Logan city schools this fall. Jean Peterson and Verna Carlisle, kindergarten teachers during the past winter, will assist in the registration at the two schools, Mrs. Hatch added. belongs to the National Board of B'ire Writers and that my policy would be a Standard"' policy; that it was listed in the Argus Chart, page 57, which is a report of over one thousand insurance companies and that we are a stock company, as well as belonging to the National Board of B"ire Underwriters. Two weeks ago the board awarded Mr. Peterson this insurance and gave the reason at that time for not , giving it to the lowest bidder, which was my combecause we were pany, was a "mutual company" and this I protested against very strongly and later gave them ample evidence that we were not a "mutual company," but that we were a stock company and approximately four times larger than tho company thv awarded this insurance to. The board making the statement that we do not belong to the Board of Fire Underwriters is a misrepresentation and I ask that they correct this erroneous statement. I ask the taxpayers of this county. In these days of depression when the board should be and economizing every using means to save the taxpayers money, why they should pay $214 02 more than is necessary for this fire protection. Has the board acted wisely in this matter, and how can such an act be justified before the taxpayers? Yours very truly, O A Gsrff. WHAT MILLS THINKS Bankers were calling loans, refusing to make new ones and sacrificing all types of securities to become liquid, Crisp explained, holding their funds to buy government securities instead of lending to industry or individuals. To balance the budget would restore confidence, allay fear and permit some hope for speedy economic recovery. Secretary of the Treasury Ogden Mills says arguments for budget balancing are "compelling and unanswerable," and that: It is essential to preserve unimpaired the credit of the United States government. Bring that credit Into question and our present difficulties, great as they are, become infinitely greater. New dangers and evils will appear and recovery will be infinitely prolonged." But centain others such dire warnings and say the postion of the country ooviousiy is too sound not to be able to stand a few billion dollars more of bonds. Al Smith declared a while ago, a third of the $1,241,000,000 deficit should be met by taxation, a third by bonds and the other third by reducing expenses. pooh-poo- bal-th- con-cer- n, gets r li u i sM-,- - 1 i h BYRNS TALKS OB' RESOURCES Chairman Joe Byrns of the House Appropriations Committee some says money should be raised by new taxes and certificates Issued for the rest needed until the government gets In a better condition to pay for current operations. The issuance of certificates of indebtedness would not depress the price of our governmenta securities, he says. "For two or three years we have been laboring under a deficit and you cant mke me believe the credit or our government or our business would fail merely because we didn't e budget on June 30, 1933. The people and the country ought to be pemitted to recover to some extot before we rush of taxes which mJA lei able to meet at time. Toe Country has such resources and each great wealth that it seems preposterous to argue that unless the budget U balanced in the next year our credit will fail and chaos result." It is often pointed out that the government, unlike a private can build up no reserve during fat revenue years to help it in lean revenue years. Surpluses are applied to the national debt and lead to tax reductions. This fact is often used as an argument new taxes for again! budge: balancing. But the whole argument has become rather academic, since everyone knows Congress is ou to balance. - MAT jrrilitn .
