These people and institutions have' been employed at rates which are standard on similar projects throughout this area. This can be substantiated by checking with other districts and municipalities such as the Salt Lake County Cottonwood Sanitary District, the Granger-Hunte- r Improvement District, the Kearns Improvement District, etc. These engineers and fiscal agents, either collectively or individually, have been employed by a great majority of the municipalities and districts throughout the State of Utah to handle projects similar to the one proposed in this area. Certainly if they were not qualified and if their fees were not standard, they would not have been employed by so many of these public bodies. If the taxpayers of this area vote against the issuance of the bonds, then it is quite evident that ultimately Salt taka County will have to take some stepe to require the residents of this area to pay for the maintenance of the sewer system and any necessary exte&siona and improvements, by themselves. The extensions being proposed, are not being done to favor just one area. It is proposed that the sewer "system be extended to serve all in the district who are not served at the present time, to improve the outfall system in the present area and to provide outfall lines in the newer area and primarily to construct a treatment plant which will serve the residents of the entire district Study Problem It is urged that the taxpayers of this area study this problem in the proper- - light and it is hoped that all understand that we must assume the operation of this system and its extension in one way or another. It is further hoped (Continued From Page 1) atruct a new disposal plant, it is nacassary to omploy qualifiod and axporioncod engineers to porform thoso functions. If the voters approve the issuance of the bonds, then bids will be let for the construction of the improvements and extensions contemplated. Any qualified contractor will be eligible to bid on the work. The. citizens of this area are aware of the fact that in order to properly set up a revenue bond issue, in a financial regard, it is quite important that the service of an experienced fiscal agent be retained. Experience in other areas has proved that the work of a qualified fiscal agent saves the area considerable money in the interest rate which is paid on the bonds. The bonds and their security must be properly presented to prospective buyers in order to pbtain the lowest possible interest rate. We all know that it is a further necessity tlat legal counsel be employed to handle the legal phases of a bond issue and other phases oi the negotia- Grand March Beginning the event will be a Grand March, led by teachers and officers, followed by others attending. Excellent music will be provided for the dance. A most cordial invitation is extended to all members of both wards to attend, as well as other townspeople interested in seeing the progress of the new, attractive addition to the community. All proceeds realized from the tion. sale of food will be placed in the Qualified Agents Building Fund. The Board of Trustees has employed qualified engineers, fiscal agents and legal counsel to handle the work. It is not the practice to employ such expert professional services by a method of taking bids. This can be substantiated by checking other districts and municipalities in this area.
