Taylor, Payson, president of the Strawberry Water Users Association, was elected president of the Federated Water Users' association" last night at the final session of the convention of the associations being held 'in Denver. Mr. Taylor has been president of the Strawberry Water Users association for several years, and his work as head of that association brought him into prominence among the various organlzatldns of a similar nature. Henry Erlandson, also of Payson, and a member of the board of directors of the Strawberry Water Users association, was elected secretary-treasurer of the Fedeated Water Users' association. All other officers and directors were from the southwestern states, Nebraska and Colorado. The plans for laying before Secretary of the Interior Work the plight of the irrigation farmer, were perfected, and will be presented ,to Secretary Work next week. Malicious mischief making and destruction of property by Halloween-e- r will be dealt with severely this evening, according to Chief of Police Wren Wilkins, who has added a number of special officers to his regular force in order to enforce the law. Hits all very well for the kids to have a good time, declared Chief Wilkins, and we want them to have a good time, and so do the people of Provo, but when they attempt to carry off gates, tear down fences or break in dooTS, they want to look out. Everyone caught doing malicious mischief or destroying property will be brought into court and charged. In order to protect the property of the citizens we have added a number of men to the force for tohlght, and they will he stationed jn every part of Provo. According to police officers little property was destroyed or Injured last year, but they point to the year previous as one when fences were broken down, gates taken away and doors broken in. Every child in town is awaiting tonight with eager eyes, and like children have for centuries, intend to rev;el in the mysteries of Halloween with all its spirits, goblins and everything that pertains to the day which each year is becoming more and more popular with the children. Business men and as a matter of fact most citizens, expect to find their windows artistically decorated with fanciful pictures and words tomorrow morning, and similar acta of mischief are not looked upon as unusual occurrences for Hallowe'en, but none desire to see the front gate placed several blocks away or have the front door smashed by some young vandal who revels ip wrecking something. Officers feel that there are plenty of ways for the children to amuse themselves without doing damage, and! it is for this reason that the force will attempt to prevent those tha; are uncurbed from destroying property. Spanish Fork Factory Leads All!.. In Quantity Turned Out iVAST To Date. More than 100,000 bags of sugar have been manufactured by Utah county sugar factories since operations were commenced about October 1, A total of 388,000 bags of sugar have been manufactured by the various factories of the Utah-Idah- o Sugar company during the same space of time, according to reports given out by officials of the company Tuesday. The factory at Spanish Fork leads all others with a production of more than 70,000 bags. The Sugar City, Idaho, factory is the nearest competitor and has produced 64,580 bags. The Lehi factory has produced 26,-96- 4 bags, the Payson factory 17,-11- 0. The Idaho factories have produced more sugar than the Utah factories with the exception of the Spanish Fork factory. Although but ten of the company factories are now in operation; it is expected that the Shelley, Idaho, and factories Topponish, Washington, will be run at a later date. Company officials report that about 50 per cent of the beets have been taken out of the ground to date. Weather conditions have been very favorable and the harvesting has been progressing favorably. SUGAR DECLINES While the sugar factories are in full swing the price of sugar in Salt Lake markets declined 20 cents a bag yesterday. This is the second decline reported in Salt Lake City during the week. The first decline was 30 cents a bag, but the retail price had only been reduced, 45 cents during the week. XHI, NO. 12g HERE Coming of Columbia Steel Plant and Coke Ovens Means Cheaper Fuel. One of the certain results to follow the establishment of the iron and steel business in Provo and Utah county will be the release of large quantities of ideal fuel for domestic and industrial uses. For the last ten years industrial civilization the world over has been rapidly attaining unheard of heights in efficiency by reason of the development of more power from generating machinery and cheaper fuel through the utilization of more of the heat units in coal and oil. The building of the coke ovens In this locality Is hut a local manifestation of this forward step in the proper use of coal. This plant will convert into usable fuel the gases and oils of the raw coal that otherwise are wasted where coal is used in its crude state, or where it is converted into coke at the coal mines mouth with no market for the It simply means for Provo and Utah county, and in fact for Utah and the Rocky mountain west the conservation at least of the fuel value of the coals of the Columbia Steel corporation. It means in fact that every ton of coal mined by this corporation will have at least three tipies the value that it would ave had if it were used in its raw ii PAYING HEAD OF POULTRY FOR PRODUCERS TAXES SPEAK WILL IN PROVO County Commission Considers Series of Meetings to Be Held in Petition Asking Extension of County by Cooperative Tjme of Farmers. Mr. WaUey inj presenting the petition pointed out the need of the farmers haying an extension, due to the necessity of securing money from their cro'3 before being liable to make the! payments. The beet harvest is n(H on, and it was pointed out that many of the farmers are dethe revenues from pendent this crop lay the paying of the taxes. Last yertr a petition along similar lines was tigfanted, and the time for final payfient' extended until the middle of December. The following meetings will be held with the poultry producers of Utah county during the coming week: November 2 Spanish Fork. November 3 Payson. November 5 Provo. November 7 Lehi. November 8 Linden. November 9 Pleasant Grove. November 10 American ForkA The name of the organization was changed during the week from the Utah Poultry Producers Association, Inc., to the Utah Poultry Producers Cooperative, Inc., and some reorganization of the company has been made. Each member, according to the new plan, will be a stockholder, and only those persons who are producers can hold stock. Two new plants are contemplated, and it is expected by Mr. Brown that egg shipments during the coming year will be In excess of one thousand carloads. According to Mr. Brown, the turkey crop increased to such a scale that it seems unreasonable, and from five carloads in 1922, twenty-fiv- e will be sent to eastern markets this year. In Uinta county alone more than 40,000 turkeys have been produced this year. In order to erect the two packing plants, from the premium fund, which is to be distributed every three months, and which at the last payment amounted to more than $6,000, a fund of 30 cents a case will be taken out to go toward that purpose and the storing of eggs. Work on the new plants will be comemnced in the near future, the exact location has not been announced, however. By E.
