The writer of the article in no way wishes to mitigate the seriousness of his error, which was, however, caused through conflicting statements of county officials. In regard to the third, or most important, paragraph of the anonymous letter a careful study of the levy and the reasons for the increase have shown that the election referred to is not in any way responsible for the condition unless it be in a retroactive sense. - In order that the PEOPLE MAY KNOW, the following information relative to the tax levy has ben secured from reliable individuals intimate with county operations. The county general levy was inincreased because of a hang-ovdebtedness being carried from 1920, and a deficit of $51,000 in the county building fund, which has been paid out of the general fund. The levy made last year not being sufficient to pay the interest and improvement program carried out, resulting in the creation of a deficit of $32,-22- 9 in the general fund account, which must be replaced by the 1923 taxes. In the county highway fund a deficit was begun in 1919, In 1920 this increased $72,93!?, which made the total deficit nearly $100,000. In addition to this $30,000 worth of highway equipment was purchased during those two years, the money being taken from the special highway fund. This money must be returned to that account; it being contrary to law to wihdraw funds from one account to be used in another. Thus a further deficit was incurred in the county highway fund. Owing to the old method of placing wooden culverts and insecure bridges, many of these have had to be replaced; the same being done by putting in American ingot iron culverts, which are guaranteed for twenty years, and bridge replacements now standard four by six timbers, which are protected from dry rot. The expense of this was not being figured in the 1922 budget. Highways are being added to the county, and maintenance increase because of these new roads. Utah county has at the present time 153 miles of state highway, 910 miles of county roads, and 400 miles of other roads. Owing to the agitation of certain individuals within the county, relative to the widows penson fund, the poor and indigent account which has been taking care of this item has been increased from $1800 per month to $3500, or approximately from $21,-00- 0 to $42,000 per year. ss: The increase in the levy for the addicounty infirmary is caused by insti-tutotional patients entering that and necessary improvements which had to be made in heating and water systems. A small levy was made for the widows pensions, in order to stop law suits and other disagreeahle con ditions arising through not providing a fund as contemplated by the law when passed by the legislature of 1917. The legislature of 1923 passed a law, known as the state inspection law, which requires a levy to provide a fund to pay for the inspection of fruit and farm crops. The levy for state highways was increased, in order to take care of a deficit of $94,529, which was incurred during 1919 and 1920. Seventy-four thousand three hundred and forty-eigdollars and twenty cents being created In this fund in 1920. The state highway program outlined by the state highway commission for 1923 must also be met. It is the belief of those in a position to know that the county commissioners take the attitude that it is good business practice to make one great struggle and clear up these heavy deficits and thereby save $30,-00- 0 per year in interest on indebtedness. They report that they have no disposition to withhold any information relative to the administration of county affairs, and any citizen who so desires, may inspect the audits that have been made by the Lincoln G. Klley company and the Guy and Carey company for the administration of county affairs curing the years of 1919, 1920, 1921 and 1922. er , f mm INCREASE SUMMONS In the Fourth Judicial District Court of the State of Utah, in and for Utah couty.
