But France cannot live permanently in the defiance of the public opinion of the world, and a movement from Washington would awaken such a hope in Europe and would release such repressed energies in the cause of peace that the doctrine of violence would become untenable. There are many points at which the United States could resume touch with the old world. It is enough to refer to one of them.
