Show 'sesrw - V- - TUESDAY, OCTOBER 31, 1922 GAPITAL AND LABOR ARE EQUAL .PARTNERS IN COTTON FACTORY $ Business, With Capitalization of $1,250,000, Conducted on 0 Basis in New York State Village to the Profit and Contentment of Both 50-5- , j For the last four years the eyes of the Industrial economists of the United States have been glued to the straggling, picturesque village of Wappingers Falls, Dutchess county, N. Y., anxiously watching the progress of one of the moft important adventures in industrial democracy ever attempted. The problem offeredwas: Can capital and labor become equal profit and partners to the mutual And each? of contentment today, for the first time, the Dutchess bleachery answers with a hearty affirmative because the experimental stage has passed, success has arrived. The principles which were used are that the $1,250,000 capital of the bleachery is in absolutely, equal partnership with the 600 employees who turn out the finished product. by Every penny of profit is shared to the and according labor, capital investment of each. The managerial control is divided,, equally between capital and labor. The rigid adherence lo these prininciples has resulted in no strikes, overcreased production, lowering of head costs, negligible labor turn-ovesmaller loss through employee carelessness and lessening of labor moAnd from a humanitarian notony. happistandpoint it has resulted in ness and conentment to the 600 partners. j r, INDUSTRIAL DEMOCRACY WINS The "partnership plans, as it is called, is neither employee represennor shop committee, nor tation, ing; it is a little of all, but so modified and changed that it has The become industrial democracy. A. plan is the brain child Dutchess of the treasurer Hatch, Company, and James Myers, an ordained Presbyterian minister called from his pulpit to minister to the ills of industry. Back in 1918, when the world was thinking more about profit-shar- ld war than work, the directors of the bleachery came to the conclusion that the distribution of profits in inOur present dustry was unjust. structure of industry has been tried in the balance and found wanting, said the treasurer of the company. So Mr. Myers was called in and a way was found to correct the distribution in the bleachery. The first move was the creation of a board of operatives. A representative svas elected frorh each of the various bleachery departments by secret ballot. This board received power to make recommendations regarding control of the company houses, wbrking conditions, ed- ucational improvements and recreation. As a training school ,f industrial democracy it did extremely well and by August 5, 1919 the Employees were ready for more power and asked for it. The request was granted. A board of management to which was entrusted absolute authority for Torunning the plant, was itcreated. is composday, after experiments, ed of 12 members, six representing capital and six labor. In case of a dispute, it is provided that a thirteenth be called in, agreeable to both factions, and his decision should be final. Labor had achieved its goal; to it had been entrusted a voice in control of policies, adjusting wages, hours and working conditions. Labors welfare was in its own hands. PROFITS AND LOSS SHARED ALIKE The profits were to be distributed as follows, Capital was recognized as a laborer in the plant and its pay was 6 per cent interest. Labor was to receive the standard market rate. Afer all necessary deductions had been made the balance profits were distributed 50 per cent to labor and 50 per cent to capital. But it was early discerned that if labor was to share in the profits, it was no more than fair that it should share the losses. Therefore, the constitution under which the model factory operates was amended as follows: Out of capitals share of the profits 15 per cent wras to be set aside as a sinking fund to pay interesj; on invested capital in times of depression. From labors share of the profits, 15 per cent was withdrawn to create a fund to pay unemployment insurance of half wages when there was no work. In addition believing that secret diplomacy in business is as fatal to industrial understanding as it is to international compatibility the company provided for two representatives on the board of directors, one to present the workers case and one Thus it to represent the public. comes about that he inhabitants of the village know as much about the Dutchess Bleachery as does a stockholder. A daily bulletin was posted showing the companys production record. The company provides houses quaint white houses with green blinds which may be either rented or bought. The houses are bought by a 10 per cent payment down and a weekly sum thereafter, with the proviso that the company pledges itself to repurchase the home any time the owner wishes, for five years from date of sale, at the original selling price less 3 per cent per year for depreciation charges. Rents range from $6.50 a month to $13.20, the latter price being for an eight-roohouse with electric lights and bath, r Saturday Globe.
