Roosevelt, assistant secretary of the navy, told the Naval of the House Wednesday that eight capital battleships, meaning ships of the first .class should be built at once,, instead of four, as, proposed in the administration plan. That program, as outlined by the general board calls for the inauguration of work on ten dreadnaughts, four the first year and two each succeeding year.
