Preparedness, delivered a few days ago, has flashed through every nook and corner of the United States. The great papers of the nation are all enthusiastic over the Utah senators splendid .effort. The New York Herald gave a headline clear across the page to the speech and the New York Sun under the1 caption, A Notable Speech in the Senate, said editorially: A 'wind of sanity blew through the Senate when the junior Utah Senator, Ueo. Sutherland, on Tuesday read a carefully prepared speech upon submarine warfare and,, the foreign policy of the administration. Since the Sixty-fourt- h Congress assembled .there has been no utterance about the war more logical, lucid and courageous. paIt was virile witlra'healthy,-inspirin- g oratoriwithout being triotism; eloquent cal. In short, a notable speech. Concerning the proposal to warn Americans not to travel on merchant 6hips armed for defense, Mr. Sutherland said the unanswerable thing: I shall never give my consent to the issuance of a forinal and official notice such as has been proposed, which if not heeded, would, without minimizing our duty in the least, have the effect of embarrassing and weakening our moral standing if we should once more be under the sad necessity of seeking reparation for the destructipn of the lives of our people. ; 11 , The proposition advanced by Germany that a new engine of destruction automati- Sutli-lancally modifies international law Mr. disposed of in one sentence: My own view of the matter is that the new weapon must yield to the law and not the law to the weapon. And then, after pointing out the difficulty of distinguishing between the unarmed and the ship armed fordefense, he declared: The result will be that unarmed yessels, while possessing immunity in theory will have none in fact. Who can doubt it! The record of ships torpedoed without warning in the first- stage of submarine warfare is illuminating. What ugly complications would inevitably follow the acquiescence ol the United States in the purpose of Germany to have her naval commanders sing armed merchantmen! without warning-and explainaway their blunders afterward a policy of running amuck at sea without responsibility. As to warning our citizens out of Mex-c- o where they had a right to be, and against exercising the right, sanctioned by the Supreme Court of the United States, to sail on merchant ships of a belligerent, armed for defense or not, Senator Sutherland spoke and inthe thought of Americans rit ' telligence when he said: M Instead of forever telling our citizens to run, I should like for once to hear somebody bid them stand with the assurance that government will stand with them.
