The approved plan sets aside a substantial part of the northern end of the dunes exclusively for hikers. The plan amendment makes the emergency temporary OHV closure instituted in July 1998 permanent, and is expanded to include the OHV access from Hancock Road and approximately 500 acres of BLM land north of Hancock Road between the junctions of the Yellowjacket Road and the Sand Dunes Springs Road. (Hancock Road is one of two secondary roads that cross BLM land that leads into the State Park.)
