Crosbys motion to accept their recommendation that Kyle Tucker replace Joyce Ross, whose term expires in 1999. Thelma Mosdell replaces Gam Perkins whose term expires in 1999 and Sherilyn Wentz replaced Beverly Robinson, whose term expires in 1997, passed unanimously. The recommendation for the Five County Food and Nutrition Advisory Council is Vivian Chamberlain. All were approved unanimously. County Assessor Richard Swapp reported that his assistant Lloyd Miliett has need of surgery. Swapp requested temporary part-tim- e help while Miliett is recuperating, which will be approximately six weeks. Howard Gallamore was approved at $6.50 hr. Ferrill Heaton wants to purchase property from the county. The county acquired the property in 1938 for $5 for delinquent taxes. Today the 40 acres is landlocked because Heatons property totally surrounds it. The county will advertise that there is no legal access to the property and auction it at a public sale on September 22. Karen Glazier was directed to make a large map so that people can see where it is located and how it is landlocked The old Mears Road will now be 7650 E. Crescent Butte Trail, at the request of Dave Owens for emergency services. Owens said we must do something about addresses in the county. We need new maps for emergency personnel. The Post Office could also use updated maps. Incorporated areas have plat maps and addresses. Unincorporated areas are where the problems exist in the county. Owens asked the Commission to work with the Planning Commission on new subdivisions to avoid spaghetti on maps. In other words, roads that run in circles giving the same addresses on two sides north and south grid. Mike Kullman and Sky Haven want to amend the plat map of Sky Haven Subdivision. He stated that homeowners want to solve the problem of boundaries in this subdivision with 33 years of history. According to Kullman, the problem starts at the point on. the east side of the subdivision. The east line is in error by 7 degrees which throws the entire subdivision out of grade. It is off about 240 feet Kullman wants an amended plat to show the new legal descriptions of the property. The financial responsibility will be with-the-lowners. Kullman ot -- updated commissioners on county involvement in the past. It will cost $10,000 to The it worse this the goes on, longer compounds, said Kullman. The county will help with letters to property owners. Motion that county will send an attachment with Kullmans letter. John Whitney of Elephant Butte Road in the Sands area, received a trespass notice from the BLM when he was working on a road. He wants access to his 40 acres. He wants to maintain his road while keeping it classified as a County D Road. Whitney widened the road so that it will not knock mirrors off of his truck. He wants permission to maintain the road for safety and higher standards than a drive road. He wants passenger cars to use it and wants to resolve the problem with the BLM. Commissioner Carroll said the county has no objection to him doing maintenance work, however we are not relinquishing our right of re-surv- way. I am in a trespass situation, said Whitney, So I dont want to do anything without asking per- It was agreed that Commissioner Carroll and Roads Supervisor Lou Pratt should go to the BLM and ask what will be required to do with mission. Whitney's request. County Deputy Dan Watson asked if the county would do some grading work on the new law enforcement shooting range. That request was approved. Meadow View Heights homeowner James Rogers complained that contractors plow the roads wrong, leaving homes isolated in the winter. They have no right to come in and isolate us when they (local contractors) plow roads to the point where they leave high berms and we cant snowmobile in and out of our homes when snow level is at a point where we cant use vehicles, said Rogers.If nothing gets done, there is going to be a serious accident or serious confrontation. Chairman Carroll responded, Bring us a resolution from the homeowners and we will have the attorney look at it and then take action. We will back the homeowners association. Lou Pratt recommended signs stating These roads are not maintained. Karla Johnson and Richard Swapp updated the commissioners on changes for the Board of Equalization. Johnson stated that they are two months behind on tax notices because they were held up by the legislature. The county has hired help. Swapp doesn't expect a lot of appeals. A new BOE form was presented to the commissioners. We are expecting more from the hearing officer and he will have more information with this new form. Swapp said we are not looking at a significant differ- - ence in time. Last year the cost for a hearingofficer was approximately $4000. Johnson told of how $ 1400 in postage was saved for the county with the new mailing process for tax disclosures. Sinji I chita was approved by the commissioners to be the hearing officer. Kane County Planning local developers upset about perk test mandate , Com- mission Chairman Thayne Smith reported that John Potter and Larry Casebolt resigned, leaving two vacancies on the commission. Names presented were Lawrence Reese, Margaret Koch, Dirk Clayson and Lorene Fulton. Names will beon the agenda for selection at the next meeting. Smith expressed concern forcounty inspection expenses regarding charges which come from the engineering company. Commissioner Judd said the county should be able to charge for the cost of the inspection to the county. Smith asked, Can we bill for charges? Or do we have to go through the county? Commissioner Carroll answered, We need a resolution that charges will be made according to the cost to the county. Smiths report on. the Planning Commission included the Planning Commissions recommendation to support the resolution ordinance regarding perk By Dixie Brunner Some local developers are up- set over the Kane County Commissions support of a state health mandate concerning perk tests in subdivisions. The resolution will require that each building lot have a perk test for the potential buyer to know if he will be able to get a building permit. The full disclosure will be on file at the court house arid at the health department. Commissioners adopted the Planning Commissions recommendation on the ordinance at its August 11 meeting. Commissioner Norman Carroll abstained from the vote saying he had personal conflicts oyer it. "I believe it is taking too (Judd and Clerk Karla Johnson both sit on the public health board.) Opponents say that the ordinance is cost prohibitive, and will further deter' construction in the county. We believe strongly in freedom and lack of bureaucracy , said local developer Dale Clarkson.
