This is a place where the Native Americans have lived for thousands of years in harmony with nature. We should try and do the same. (Abraham Lincoln, Gettysburg Address), it is our task in the last days of the twentieth century to reach out to everyone inside and outside our nation;. Peace is definitely the order of the day because our weapons of mass destruction have become too powerful to use. If used, they would only destroy the user. Also, it is our task to reach out in charity to the environment and to all the other species on this earth, plant and animal, and to do our job, our stewardship job. All the astronauts will tell you that from space our fragile blue planet is like a jewel in the airless void. Its the only planet we have. Lets take care of it and all the life on it. Important areas of concern are: engineering, roads, drainage, machinery, economy, tourism, and growth. For forty years I did all the above, and became very well versed in performing with success and durability. To this day, I am proud of the many projects that have weathered time, and proven the quality of workmanship that my men and I did to get the job done. In forty years of building dams, reservoirs, roads, sewer systems, water lines, drainage systems; and many subdivisions, I have never failed to complete a contract, and was never sued or left a job with an adversarial position. Because of experience, I forecasted a year ahead that the Quail Creek dam would fail and wash out. When the LDS Church started construction on the new Stake house in the Ranchos, I saw the workmanship on the footings and told powers that be, that the building would settle and the walls would crack. The walls are settling and cracking! When the city started construction on the Rancho road improvements, I told the city there would be trouble with the quality of the roads and the work was not according to specifications. An independent engineers report verified my findings. The county spent hundreds of thousands of dollars on paving the Hancock Road to the sand dunes. I told them to have a good inspector who understood roads oversee the project. They didnt. Now the road is falling to pieces, and is a safety hazard and will cost thousands to repair. The County has over 600 miles of road, and I could go on and on with this subject. I feel the new Ranchos crossing at Third South will have to have major repairs within ten years. Great voids could occur under the slabs of cement, leaving it unsupported and dangerous to drive across. One of many reasons is the angle of the pipes under the road, forcing the water to make an S turn before entering the pipes. Water isnt always obedient, and in high water flows, it does what it wants to, and in that silty sand, even a gopher hole will take on water, and be the beginning of troubles for the crossing. During construction, I went to the City Manager three times and asked him to stop construction and a new plan be adopted. Dixies article that the critics should run for office motivated me to accept the challenge. I would like to be of help to the citizens of Kane County to get the most value for tax money, therefore keepingtaxes down. - Brandt Child Kanab Babbitts grazing proposal disappointing By Senator Bob Bennett Secretary Babbitts new proposal is disappointing. Several provisions are particularly worrisome, the most egregious of which could usurp local control of land management, and potentially confiscate state water rights. During this debate, Secretary Babbitt has stressed his intention to insure local control of land management. However, the structure of his proposed local advisory councilsfliesin theface of that concept. If local control is important to the Secretary, why do ranchers have to be residents in order to sit on the councils, but environmentalists do not? The plan specifically states, the environmental representative and the wildliferecreation representative can be nonresidents. This insures a place at the table for the national environmental groups, perhaps at the exclusion of local environmentalists who have knowledge of regional conditions. I plan to urge Secretary Babbitt to implement a residency requirement for all council members. I also am concerned about the Secretarys proposed changes in water rights and the impact these changes will have on our state.
