The unified efforts of home, school and community provide limitless possibilities for achievement in the lives of students. These factors work together to reinforce and complement each other, assuring students a high quality education. Home lifestyles can be augmented by encouraging academic advancement and the application of concepts being learned in every day life. It is difficult to see no w either of these two entities, home or school, could function totally separated from each other. Schools cannot replace parents, and by the same token parents can not replace schools. There is such a diversity of subjects to be taught, in order to provide a quality education, it is which helps them function smoothly in society. It is more difficult for a home school, than a public school to provide specialized training for all areas of educational focus. Public school instructors must meet state mandated certification requirements. There should be certification requirements for home school instructors as well. If home schools are to be given equal status in our district, careful guidelines need to be set up to assure competency, as required by the Utah Core Curriculum, to measure student progress. Also, the number of hours of instruction time should be the same as the public school requirement. The State requirement is 990 hours of structured time on task, minimum. The public schools in Kane County are currently exceeding this minimum requirement. If more stringent guidelines were enforced in our district, home school students would more closely match their public school counterparts when they reach almost impossible for a home setting to provide all the prescribed criteria.
