The annual "Top Hands Conference gives adult scouting leaders an opportunity to come together from around the state to exchange ideas and receive training. The Councils Executive Board will be meeting at 10:00 after the Opening Ceremony and registration at 9:00 a.m. Conference and registration information is being delivered to Council and District leadership. Every legislator up here was trying to pass their own important bills, and while the legislature did act on over a hundred bills the last night many more never came up to the floor to be debated. Unlike last year, the final budget was prepared a day early, with most of the tough decisions being made on Monday and Tuesday. Doingthis allowed several decisions of the budget committee to be openly debated on the floor. Several highlights of the budget include: State funds to public education increase of $49 dollars per student. A $3 million dollar pool will be created and made available to teachers to cover the costs of class supplies, $9 million will go for new classroom computers and $2.6 million for the Centennial Schools program.
