Show SOUTHERN UTAH NEWS TUESDAY NOVEMBER 3, 1992 News 3 Kanab City Council meeting Search and Rescue have busy weekend By Richard Negus The city council met on Oct. 27 with all members present and over 30 members of the public overflowing into the hallway. Water Well Bids were opened for the drilling and material supplies for the new culinary water well. The drilling bid of Rhodes Drilling from Fillmore in the amount of $27,900 and the material bill of $12,670 of Plumbers Supply of Salt Lake City were the accepted bids. These bids do not include the cost of outfitting the well. Flood control Duke Aiken, property owner, had concern that a ditch through his property, to the east of the Crazy Horse Campground, has been opened and cleaned out by city workers withouthis consent. City Manager McAllister explained that in order to comply with the Federal Flood Insurance requirements, proper drainage had to be maintained through areas of the City designated as Flood area A. Aiken questioned both the validity of the Federal Map and whether there had been any property lost in recent years from floods. McAllister and Dan Merrell were in substantial agreement, and the solution appears to be that when the Federal Flood Agents are next in town to question the accuracy of the maps, and redraw where necessary. Elton Gregory Gregory had requested time on the agenda to make statements regarding the SID roads and purchase of electrical system from Utah Power and Light. Mayor Ripper cautioned Gregory to stay within the items of the agenda Gregory stated he was not going to be told what to say. His first item was the purchase of the electric system from UP&L in 1987 for a figure he gave as $1,545,900. He cited a legal fee as $477,079 and an underwriters discount of $113,059. He asked the City Manager who the legal firm was, he said that he would not answer him. Gregory claimed that the city told him to would anput it in writing-the- y swer in ten days. He also claimed the legal and engineering fees were outrageous and demands full documentation to substantiate them. He went on to the bonding of the electric system, claimingthat the bank would not give him any information, and that the documents of the bond issue were going to the U.S. Attorney and the Attorney General ofthe U.S. because he is not satisfied with the answers from the City. Mayor Ripperinformed Gregory that his time was up, but a member of the audience felt Gregory should be allowed to continue. Gregory continued with the Airport as his next target. He claims that he will take the city to Federal Court since they spent money that was not authorized. Ripper suggested that Gregory should be careful in his allegations. Gregory said he is not making anything up. Gregory claims that the assessments violate the Constitution and he will file suit in federal court for redress starting the week after next. Gregory made a final statement, This form of government is not working, we, the people want decent, honest, competent government. The Parade Permit was presented in its final form. It requires the signature ofthe UHP, the Kanab Chief of Police and the adult parade sponsor. The permit is required to be filed with the necessary signatures seven days before the event. There is no cost for the permit. Passed unanimously. The Kanab City Personnel Policy section was amended to include Sexual Harassment. It states in part, that Kanab City and its agents are under a duty to investigate or eradicate any form of sexual harassment or sex discrimination or complaints about duct in violation of this policy".. .and further, under procedures for reporting City takes all harassment and sexual harassment seriously and each complaint will be thoroughly and impartially investigated. The alleged victim may report the harassment complaint to any of the following Kanab City officials: Mayor, City Council Member, City Manager and City Attorney. The alleged victim is not required to complain first to the offending supervisor or his imcon- harass-ment-Kana- mediate supervisor. b Passed unanimously. Kane County Search and Rescue were busy being heroes again last weekend. With three calls within the same number of days, the vital search group were growing weary. Com qnander Dave Owens reported that a group of individuals got stranded in Buckskin Wash after a flash flood blocked their appointed destination of Clearfield on Oct. 25, relatives informed authorities. Kane County Search and Rescue went to work. The trio was spotted by plane, but still had to wait until waters receded to allow their departure. Search and Rescue was also called when two individuals their exit. When Frank were late to their meeting Johnson, 37, Troy Nye, 27 and points. Both of the lost turned Spencer, 8, didnt turn up at up later unharmed. Long Valley senior citizen notes By Mryna Cox The senior citizens join local valley citizens in mourning the loss of Edwin Barnett, known as Barney. Barney has been an active force in the Senior Citizen program. He has donated time, energy and labor in making improvements on the Senior Citizens building. He has driven the buscountless hours, always with a smile and a willing heart. He was always supportive of the group and was there to encourage and help others. His wife Lillie Barnett has also been a part of the Senior Citizen program. She has given ceramic classes and many volunteer hours to the center. Each T uesdny night a movie is scheduled at the Ixmg Valley Center. War Wagon on Nov. 3, AfTair to rcmeniLer Nov. Villa. and Nov. On Thursdays, the bus travels to St. George for shopping and medical purposes. Julie Taylor of Orderville is the new site director. She is implementing some new ideas and fund raisers. The Center will be closed on Wednesday the 11th for Veterans Day and Nov. 27, the day after Thanksgiving. We express our thanks to everyone who helped w ith the bake sale. Postmaster Randy Stevens proposed a number of sites around the Ranchos for the installation of mail boxes. This requires the approval of the city. The selection includes Kanab Creek Drive between Highway 89 and the Creek Crossing, five units of 16 boxes, the Rancho Firehouse on city property nine units, the entrance to the proposed Lions Park across the street from the LDS church, seven units in the parking lot area, comer of McAllister and Kanab Creek Drive five units. Stevens stressed that safety was a prime consideration and noted that, as the area grows, additional sites can be used. Stevens was glad that this move will result in mail service for all of the residents of Kanab. The council passed unanimously all the steps needed to effect this new service. SID Engmeer There are two bids to consider for engineer for the curb, gutter and sidewalk proposed SID, Rosenberg and Associates and Alpha Engineering. Both firms are highly considered and in order to give them the maximum consideration, Parker moved that the decision be tabled until the next meeting.
