Show I i Wednesday November 1 , 1 939 Volume 58, Number 51 COWBOYS LOSE 111 QUARTER FINALS, page Andalex Makes Application To Mine Kane County Coal CEDAR CITYArdIex R sources is prwwing to mine coal in Missing Canyon, 20 miles north of Big Water, Utah, On October 19, 1989 the Bureau of Land Management (BLM), Cedar Clt District, received a y application, This document is an application to construct a road to haul coal from the proposed mine, "This right-of-wa- application will trigger the federal process which could lead to approval for Andalex to commence mining operations in the Missing Canyon coal field," said Cedar City District Manager Gordon R, Staler, If approved, it will lead to the extraction of 2 million tons of coal per year for a period of 30 years. The entire application pad-ag- e consists of; (DA lease for a coal processing facility near Moapa, Nevada from Las Vegas District, BLM; (2) The y application for the coal haul road from Cedar City District, BLM; and (3) A right-of-wa- Preliminary Application Padage (PAP) with a project proposal description of the mine site filed with the State of Utah, The BLM is responsible for the preparation of an Environmental Impact Statement on the proposed action, and will be conducting it through a third party contract in order to meet critical deadlines. That contract won't be let until the project proposal description is received with the PAP, Time period for the administrative processing once the PAP is received would be approximately 13 months. It may take up to two years to complete the documents required by the Na- tional f nvironmental Policy Act and obtain the approval for construction of the mine facility. are two propcsed access roads to the mine site. One would climb north from Big Water to and across the Nipple Bench, then drop to the east down John Henry Canyon and intersect with an existing road, finally head north up to Smoky Hollow and the mine site (approximately 20 miles total distance), The second proposed road would go east frut of Big Water along an existing county road Into ttie Glen Canyon National Recreation Area, then turning north onto an existing road to the mine site (23 miles total, 12 miles would be in the (den C anyon National Recreation Area), The coal will be hauled cm existing highways to MoaOa, Nevada, then by rail to Los Angeles. Andalex appears to have a half a million ton per year coal purchase commitment from an industrial or electric utility user in Bakersfield, California, Cedar City District BLM has not been in contact with Andalex since receiving the application.
