A request to open one of the "paper streets which is on the original town plat at 300 North 400 West was objected to by Mrs. Vaughn Judd and her son, Bruce. They are one of several property owners whose titles are in error according to a decision made by the state supreme court on the matter some time ago. Mrs. Judd stated they have been paying taxes since 1956 on their property based on it being 320 feet deep. The road, as platted, reduces that dimension. She also pointed out that it would eliminate their orchard as well as creating a potential hazard to the many young children who live and play in the area. Son Bruce is also quite concerned for safety in the area and that the whole street issue be done right if its going to be done at all. City Attorney David Nuffer stated that their objections are rather moot at this time, the time for their objections was when it was before the supreme court in 1983. Mrs. Judd said they had tried to get their objections heard, but to no avail. A survey was made by the city about five years ago to determine just where the street should be. Mrs. Judd talked to the surveyors crew to have them measure off her 320 feet, but they didnt complete We the survey, she said. suggested they measure from the west boundary and determine where our 320 feet came to, and they wouldnt. Since the survey was to determine the location of the street, the crew was under no obligation or authority to survey someone elses property, the council told the Judds. The council agreed the street should be opened. The Judds still feel that something should be done to make it fair and right and may initiate further action. In another street matter, Dan Butcher and Ed Sullivan requested Holiday Deadlines The Southern Utah News will be pushing hard to have next weeks paper out for Wednesday distribu- tion due to the Thanksgiving Holiday. Deadlines will be moved up one full day, making news and display advertising due by Saturday at noon and classified advertising at 10 a.m. Monday the city appropriate the money to pave 200 East Street south of Highway 89 for one block. This is the day of the American Cancer Society's ninth annual Great American Smokeout-- a day when the nation's 54 million smokers are encouraged to kick the habit for at least 24 hours, just to prove to themselves that quitting is possible. Joe Johnson, representing the Airport Board, informed the council that the Airport Master Plan has been studied, changes and revisions noted, and is ready to be submitted back to Five County Association of Governments for their final approval. Areas have been designated at the airport for private and commercial development. The question of facilities as related to area population was addressed with Attorney Nuffer suggesting that this is provided for in the FA A and UDOT regulations. Repairs of hangar doors and sealing cracks in the apron were discussed. The Airport Board has also asked that Councilman Bob West be able to continue with the board to help them with completion of some projects underway. All three commissioners were present. Chairman Calvin Johnson, Jay Ramsay and Vince Underwood. They routinely approved minutes, appropriations and requisitions. A proclamation was read pro claiming November 10th through 16th, 1985, as arts and humanities week. Commissioner Underwood motioned for Commission Chairman Calvin Johnson to sign the prorla mation and Commissioner Ramsay seconded the motion. At 2.15 p.m.. Commissioner all-da- y Ramsay made a motion to go into executive session. Present in tie executive session were all three commissioners. Sheriff Benny Kid die, and Deputy Sheriff Joe Gonzales.
